The Provincial Party Standing Committee has just decided to establish a Steering Committee and a Working Group to assist the Steering Committee in site clearance for the North-South high-speed railway project through Ha Tinh province.
Provincial Party Secretary as Head of Steering Committee
The Steering Committee is headed by the Secretary of the Provincial Party Committee; the Chairman of the Provincial People's Committee is the Standing Deputy Head, along with Vice Chairmen of the Provincial People's Committee and leaders of departments, branches and sectors; Party secretaries of communes and wards where the project passes through; Deputy Director of the Railway Project Management Board ( Ministry of Construction ) in charge of the high-speed railway project on the North-South axis through Ha Tinh province.
The Working Group consists of 18 members, including the Vice Chairman of the Provincial People's Committee in charge of the field of traffic and construction - Deputy Head of the Steering Committee and Head of the Working Group; leaders of relevant departments, branches and sectors; Vice Chairmen of the People's Committee in charge of the field of traffic and construction of communes and wards where the project passes through; representatives of the Railway Project Management Board.

The Steering Committee is responsible for advising and assisting the Provincial Party Committee Standing Committee in leading and directing local levels, branches, agencies and units according to their functions and tasks to closely and promptly coordinate with the Ministry of Construction, investors and the Railway Project Management Board in resolving related procedures to promptly implement compensation, support, resettlement and handover of project sites to ensure the prescribed schedule; support and create favorable conditions for the project section through Ha Tinh to be implemented to ensure the schedule as required by the National Assembly , the Government and the Prime Minister.
Periodically or suddenly organize inspections and meetings to review and evaluate implementation results, promptly direct, resolve and remove problems and issues arising related to the province's responsibilities (regarding site clearance, material sources, etc.), handle them according to authority or advise and propose competent authorities to resolve them according to the provisions of law.
The Support Team is responsible for advising and assisting the Steering Committee in directing the implementation of site clearance for the North-South high-speed railway project through Ha Tinh. Advising the Steering Committee on assigning tasks to members of the Steering Committee; assisting the Head of the Steering Committee in developing plans and work programs of the Steering Committee. Preparing documents, reports and draft notices of conclusions of regular or ad hoc meetings of the Steering Committee; urging and inspecting the implementation of conclusions and directions of the Head of the Steering Committee and Deputy Head of the Steering Committee; summarizing and reporting on the general activities of the Steering Committee and performing a number of other tasks assigned by the Head of the Steering Committee.
The high-speed railway through Ha Tinh is 103.42 km long, with 3 stations.
The North-South high-speed railway project was approved by the National Assembly in November 2024 with a total preliminary capital of about 1.7 quadrillion VND (equivalent to 67 billion USD). The railway line is 1,541 km long, starting from Ngoc Hoi station (Hanoi) and ending at Thu Thiem station (Ho Chi Minh City), passing through 15 provinces and cities, with a design speed of 350 km/h.

There are 23 passenger stations and 5 freight stations on the railway. The total land use requirement for the project is approximately 10,827 hectares, with approximately 120,836 people to be relocated. The government aims to start the project before December 31, 2026, and strive to basically complete it by 2035.
The North-South high-speed railway is designed to transport passengers, meet dual-use requirements for national defense and security, and can transport goods when necessary. The project applies specific and special mechanisms and policies.
The North-South high-speed railway project through Ha Tinh is about 103.42 km long, with 3 stations (2 passenger stations, 1 freight station). According to the preliminary review results of the Department of Agriculture and Environment, Ha Tinh must reclaim and compensate for an area of about 764.1205 hectares of land, of which about 84.3446 hectares are residential land, and resettlement arrangements need to be considered.
In a recent meeting, Vice Chairman of the Provincial People's Committee Tran Bao Ha requested the Department of Construction to preside over and coordinate with relevant departments and localities to review resettlement needs, strive to start construction of a resettlement area on August 19, 2025; conduct a review and plan the land fund in the vicinity of the project railway stations according to the orientation of public transport development to report and seek opinions from the Provincial Party Committee Standing Committee.
