The reason Ha Tinh wants to 'adjust' the direction of the high-speed railway

On the morning of August 14, speaking with Tien Phong reporter , Mr. Le Anh Son - Deputy Director of the Department of Construction of Ha Tinh province - said that the unit is waiting for the response of the Ministry of Construction on the document proposing to adjust the route of the North - South high-speed railway project that the unit had previously sent due to many inadequacies and overlaps.

The route of the high-speed railway project will overlap many large and key projects, including the Rest Stop on the highway in Cam Hung commune.

According to Mr. Son, after reviewing, the route of this railway project affects the Ca Temple in Bac Hong Linh ward, Van Tho parish church in Can Loc commune, 110kV transformer station in Nam Hong Linh ward, Bac Thach Ha industrial park in Viet Xuyen commune, Ca Cuong mine in Song Tri ward, water plant in Cam Xuyen commune...

In particular, the section through Cam Xuyen and Cam Hung communes overlaps with the main route and rest stops of the North-South expressway project in the East.

“The Provincial People's Committee and the Department of Construction have sent many documents to the Ministry of Construction with recommendations on this issue. The unit also invited the Railway Project Management Board (PMU) to work directly with the locality, but up to now, the official route plan has not been finalized, so adjustments to avoid overlapping projects are still pending,” said Mr. Son.

According to the leader of the Ha Tinh Department of Construction, the high-speed railway project on the North-South axis passes through 23 communes and wards across the province with a length of more than 100 km. According to preliminary statistics, the land area of the province that needs to be recovered is about 760 hectares; it is expected that nearly 1,350 households will be affected by residential land that needs to be resettled, along with a series of essential technical and social infrastructure works that need to be relocated. However, up to now, the locality has only been provided with a preliminary site clearance boundary, and has not yet been handed over the coordinates of stakes and markers in the field.

23 communes and wards in Ha Tinh are focusing on site clearance and resettlement for households affected by the high-speed railway project.

Up to this point, Ha Tinh has established a steering committee and a working group to assist the steering committee in clearing the project's land through the province. The Ha Tinh Provincial People's Committee has issued a plan for site clearance, coordinated project implementation and exploitation of land funds in the vicinity of railway stations, and many documents to direct and urge relevant departments, branches, sectors and localities to focus and resolutely implement.

With a large amount of work, Ha Tinh hopes that relevant ministries and branches will have unified instructions on the scope of implementation of compensation, support and resettlement contents based on preliminary designs, as well as soon agree on the route direction, speed up the progress of handing over land clearance markers so that the locality has sufficient legal and practical conditions to organize synchronous, timely and on-schedule implementation according to instructions.
