The distance from Mrs. Nguyen Thi Hang's house in Ham Hy village, Lac Phuong commune (Tu Ky) to Vinh Cuong commune (Thanh Ha) is only about 10 km. However, every time she has to go to Thanh Ha district, Mrs. Hang has to travel more than 20 km. "From my house to Thanh Ha district, if I want to go closer, I have to take a boat, otherwise I have to accept going several times further. From Tu Ky district, I have to take provincial road 391 through Hai Duong city to reach Thanh Ha district or from Tu Ky to Nguyen Giap commune, take national highway 10 to Thanh Ha, both are roundabout roads," said Mrs. Hang.
The situation of being close geographically but taking a long time to travel has been a concern for people in Tu Ky and Thanh Ha for many years. Every day, people from the two localities who want to travel to each other often take ferries across the Thai Binh River such as Bau, Sy, Lang... Although taking a ferry is closer, there are many inconveniences and risks, especially during the rainy season and high tides.
The project to upgrade the extended provincial road 396 (the section connecting provincial road 391 to provincial road 390) is being implemented, which is the expectation and excitement of the people of Thanh Ha and Tu Ky districts. This is also an important project in completing the regional traffic infrastructure network, forming the provincial belt axis connecting the districts of Binh Giang, Thanh Mien, Ninh Giang, Tu Ky and Thanh Ha.
On April 19, Hai Duong province organized the technical opening of the East-West Axis Road Construction Investment Project. This event marked a new step in the development of Hai Duong's transport infrastructure. The 36.6 km long route passes through Thanh Mien, Ninh Giang, and Tu Ky districts, with a level III delta road scale, a 12 m wide roadbed, an 11 m road surface, and a design speed of 80 km/h. This route connects with many main routes such as the Hanoi - Hai Phong Expressway, the North-South Axis Road, national highways 10, 37, 38B, and many provincial roads in Hai Duong, Hung Yen, etc.
Excited about being able to travel on a new, bigger and more beautiful road, Ms. Trinh Thi Nga in Hong Du commune (Ninh Giang) commented that the road not only helps facilitate traffic but also creates a new look for her hometown.
In Kim Thanh district, the east-west axis road is identified as a key traffic project for the 2021-2025 period. With a total length of nearly 15.74 km and a total investment of more than VND 844 billion, the project is divided into 2 phases. Phase 1, 3.75 km long, was completed in June 2024, and phase 2 is being implemented with a length of more than 7.8 km. When completed, this route will create a driving force for socio-economic development for the entire northwestern region of the province.
A series of other projects are also being implemented to strengthen the east-west axis connection, such as the axis connecting Vu Cong Dan road (Hai Duong city) to Ke Sat town (Binh Giang) including 4 projects: Construction of Vu Cong Dan road in Hai Duong city, construction of the route connecting Vu Cong Dan road in Hai Duong city to Cay bridge in Cam Giang district; construction of Cay bridge, provincial road 394; renovation and upgrading of provincial road 395 and the road leading to Cay bridge, Binh Giang district.

Along with that, the intersection connecting provincial road 390 in Thanh Ha district with Hanoi - Hai Phong expressway is under construction. Once completed, it will significantly shorten travel time and reduce traffic on existing routes.
Notably, Hai Duong is coordinating with Hai Phong City to study the investment plan for a main road connecting the administrative centers of the two localities with a total length of about 23.5 km. The proposed road scale is the main urban axis of the new city after the merger, meeting high-speed road standards. At that time, the current travel time between the centers of the two localities will be reduced to about 40 minutes by car.

Complete network connection
Located in the center of the Red River Delta, Hai Duong plays an important role as a traffic hub. The province's road network density is highly appreciated compared to many localities in the region, evenly distributed throughout the province, flexible in intra-provincial and inter-regional connections.
The north-south vertical routes of Hai Duong include National Highways 17B and 37, provincial roads 390, 390B, 391, 392, 394, the north-south axis (southern section)... The east-west horizontal axes include National Highway 5, Hanoi - Hai Phong Expressway, provincial roads 389, 394C, 395, 393, 392, 396, the East-West axis...
According to the Department of Construction, the density of provincial and district roads in the southwestern region such as Gia Loc, Binh Giang, Thanh Mien is much higher than in the eastern and northern districts such as Kim Thanh, Thanh Ha, Kinh Mon town, and Chi Linh city. However, many routes are still single-lane, lacking traffic sharing and horizontal connections.
Currently, some east-west routes such as provincial road 389, provincial road 394C... were built a long time ago, many small and narrow sections are only 5.5m wide, the road surface is degraded, and there is a large amount of traffic, exceeding the design capacity.
Transportation is considered the "blood vessel" of the economy, with a series of projects being implemented that will contribute to eliminating the situation of "near home, far from the alley", creating a driving force to promote Hai Duong's socio-economic development, connecting when merging the province, shaping a new development space.
The road traffic system in Hai Duong province has a total length of nearly 15,000 km. Of which, there are 230 km of expressways and national highways; 496 km of 25 provincial roads; 485 km of district roads; 303 km of urban roads; 1,272 km of commune roads; more than 12,035 km of village roads, alleys, hamlets, inner-field roads, forest plots, to the fields and to the forests.
