
Focus on removing difficulties
At the age of "near death", Mr. Nguyen Xuan Giac, a third-class disabled veteran, and Mrs. Nguyen Thi Mong in Cu Loc 3 village, Minh Duc commune (Tu Ky) are extremely happy to live in a new house. The house is about 40 square meters wide, with a closed outbuilding, convenient for the couple's daily activities.
"When the family built a house, the authorities came down to support and encourage, dismantle the old house, and transport furniture. When the new house was finished, they helped clean it up. Some businesses and organizations also supported the family with additional funds and household items," Ms. Nguyen Thi Mong said emotionally.
The situation of Ms. Dang Thi Tham in Thai Hoc 3 residential area, Sao Do ward (Chi Linh city) is also very difficult. Her husband died early, she and her two children are slow to develop. Although the State supported her financially, she did not know how to manage. Her sister-in-law's family, Ms. Nguyen Thi Loan, took care of everything, and Ms. Tham and her children only had to move into the new house. Some units also supported Ms. Tham and her children with money and household items to make the house more complete.
In the process of removing temporary and dilapidated houses for the above-mentioned policy families, many problems have arisen. These include problems with land, the need to build houses for the households, or the purchase of materials, hiring of workers, construction management, etc. However, the localities and policy families have actively coordinated to resolve the problems to ensure the earliest completion of the project.
The land plot of Mr. Hua Nhu Khoi's family - a poor household in zone 13, Binh Han Ward People's Committee ( Hai Duong City) has gone through many users and currently Mr. Khoi has not been granted a land use right certificate. Binh Han Ward People's Committee has assigned cadastral officers to determine the specific origin of the land.
Through documents, the People's Committee of Binh Han Ward affirmed that the land Mr. Khoi is using is consistent with the ward's land use planning, the land is not in dispute and is consistent with the provisions of the 2024 Land Law. Therefore, Mr. Khoi is eligible to repair the house.
"The house is very dilapidated but there are no conditions to renovate it. When the ward People's Committee and other departments actively stepped in to support, I was very excited. Without this support and the 50 million VND as prescribed, I don't know when I would have a decent place to live," Mr. Khoi said emotionally.

Proactive
Immediately after the Prime Minister 's telegram on promoting support for eliminating temporary and dilapidated houses nationwide, the Provincial Party Committee and People's Committee of Hai Duong province issued many specific directives, assigning clear tasks to all levels, sectors, armed forces, and localities, and mobilizing all people to actively participate in the spirit of "whoever has something to help". This spirit has spread strongly, creating a vibrant movement.
Localities have actively participated in reviewing and counting the number and needs of households. Households that have changed their houses have been reported to the province for timely adjustment. According to the plan, Hai Duong has removed temporary and dilapidated houses for 1,452 households, including 691 newly built houses and 761 repaired houses. By June 9, 599 households had completed new construction, reaching 86.7%; 760 households had completed repairs, reaching 99.9%.
All levels, sectors, localities and units have supported 26,397 working days, in which the typical ones are the police force, army, women's union, youth union and help from families, clans and communities.

The highlight that promoted the movement to eliminate temporary and dilapidated houses in the province to be implemented quickly and achieve positive results is the proactive support of funding from the Provincial People's Committee and additional support from localities.
Although Hai Duong has not yet received support funds from the Central Government, the Provincial People's Committee has proactively transferred over 107.1 billion VND to localities to support policy families according to regulations. The support level is 100 million VND/newly built house and 50 million VND/repaired house while the Central Government's prescribed support level is 60 million VND/newly built house and 30 million VND/repaired house. The Provincial People's Committee has allocated enough funds to localities. Localities have given most of the funds to families to build and repair houses.

In the emulation movement to eliminate temporary and dilapidated houses, localities have actively mobilized many sources, calling on businesses, organizations and individuals to provide additional support to families. Typically, in Chi Linh City, in addition to the support budget from the Central and the province according to regulations, from socialized sources, the City People's Committee has supported 109 more cases, including 42 newly built houses (25 million VND/house), 67 repaired houses (15 million VND/house) and supported 1 more case, Mr. Le Van Song (in Sao Do ward, a person with revolutionary contributions but not included in the program) with 30 million VND. The total amount of additional support for Chi Linh's policy families is nearly 2.1 billion VND.
The removal of temporary and dilapidated houses has created a vibrant emulation movement among localities in the province, between Hai Duong and other provinces in the country. Hai Duong has built software to monitor the progress of temporary house removal so that localities can update data. From there, the Provincial People's Committee has appropriate instructions.
Hai Duong City and Chi Linh have completed this program. Hai Duong strives to complete the program of eliminating temporary and dilapidated houses by June 20, more than 2 months ahead of the plan launched by the Government .
The joy of living in new, clean and beautiful houses of the people is the greatest motivation for Hai Duong authorities to join hands to promote the movement. From now on, the lives of policy families will be better.
