Two ways to receive gifts on National Day: VNeID or cash

(Chinhphu.vn) - The Ministry of Finance and the Ministry of Public Security provide detailed instructions on the process, especially emphasizing two forms of receiving gifts: via VNeID or cash. The time to receive gifts is from August 30, 2025 and completed before September 2, 2025. In case of force majeure, citizens can still receive gifts later but not later than September 15, 2025.

The Ministry of Finance and the Ministry of Public Security provide detailed instructions on the process, especially emphasizing two forms of receiving gifts: via VNeID or cash.

According to the Ministry of Finance , on the occasion of the 80th anniversary of the August Revolution and National Day September 2 (1945-2025), in addition to the policy of giving gifts to people with revolutionary contributions at the rate of VND 500,000/person according to Decision No. 689/QD-CTN of the President, the Party and State have decided to give gifts to all citizens. This is an activity to show care, gratitude and share joy on a great holiday.

Based on Resolution No. 263/NQ-CP dated August 29, 2025, the Ministry of Finance coordinated with the Ministry of Public Security to send documents to the People's Committees of provinces and centrally run cities, providing specific instructions on the process, procedures and forms for citizens to receive gifts.

Gift recipients: According to the provisions of Clause 1, Article 1 of Resolution 263/NQ-CP, including Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted an identity card, are residing in Vietnam and have a personal identification number in the National Population Database, established until August 30, 2025. Gift amount: VND 100,000/person, in cash.

Forms of gift giving: There are two forms for citizens to receive gifts.

Firstly, via the VNeID application: The gift will be transferred directly to the social security account integrated on the VNeID electronic identification application. This is a priority method, ensuring speed and convenience.

Second, for citizens who have not integrated their social security accounts on VNeID, the locality will organize a payment point. The commune-level People's Committee will decide on the location of the gift distribution, prioritizing convenient locations for people to easily access.

Gift giving is done by household, with the head of household or legally authorized person receiving and delivering to members. In case the citizen has not registered for permanent residence, the gift is given directly to each individual or authorized person. When receiving the gift, the citizen must present his/her citizen identification card or legal documents. If receiving on behalf of another person, a valid power of attorney is required; if receiving on behalf of a minor, a birth certificate can be used.

Time to receive gifts: From August 30, 2025 and completed before September 2, 2025. In case of force majeure, citizens can still receive gifts later but not later than September 15, 2025.

The payment costs are arranged in the 2025 central budget estimate and have been fully transferred to localities by the Ministry of Finance, ensuring that the gift giving takes place on schedule.

This policy of giving gifts to all citizens has special significance, demonstrating the care of the Party and State, while creating cohesion and consensus in the whole society on the occasion of the 80th National Day.
