Urgently review and reduce administrative procedures, possibly replacing documents with data

(Chinhphu.vn) - On October 23, Minister of Justice Nguyen Hai Ninh signed Official Dispatch No. 6723/BTP-CTXDVBQPPL on reviewing, reducing, and simplifying administrative procedures with dossier components replaced by data sent to the Chief Justice of the Supreme People's Court, Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities.

Implementing the direction of General Secretary To Lam, Head of the Central Steering Committee on Science , Technology Development, Innovation and Digital Transformation in Notice No. 07-TB/CQTTBCD dated October 15, 2025 and Notice No. 386-TB/TW dated October 16, 2025 on the key meeting in October 2025, on October 22, 2025, the Prime Minister issued Official Dispatch No. 201/CD-TTg on focusing on reviewing, reducing and simplifying administrative procedures (TTHC) based on data.

Accordingly, the Prime Minister assigned the Minister of Justice to be responsible for guiding ministries, branches and localities to conduct specific reviews of administrative procedures whose dossier components are 1 of 15 types of documents that have data and can be reduced; propose plans to reduce and simplify administrative procedures, clearly identifying articles, clauses and points in legal documents that need to be amended and supplemented to ensure implementation of the plan.

The Ministry of Justice is also responsible for presiding over and coordinating with the Ministry of Public Security, the Ministry of Home Affairs, the Government Office and other ministries and branches to evaluate the results of the review and develop a comprehensive report on the implementation of administrative procedure reduction and simplification. Complete before November 15, 2025; preside over and coordinate with relevant ministries and branches to develop a Government Resolution according to Resolution No. 206/2025/QH15 dated June 25, 2025 of the National Assembly on a special mechanism to handle difficulties and obstacles due to legal provisions to implement the plan to immediately reduce and replace the components of the dossier whose information is already in the national databases and specialized databases; submit to the Government for promulgation before November 15, 2025.

Immediately upon the direction of the General Secretary and Prime Minister, the Ministry of Justice established a Working Group headed by Minister of Justice Nguyen Hai Ninh to carry out this task.

To ensure the performance of assigned tasks, the Ministry of Justice requests the Chief Justice of the Supreme People's Court, Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities to urgently direct the review and propose the reduction and simplification of administrative procedures, develop a Report according to the Appendices attached to this Official Dispatch; and send the results to the Ministry of Justice before October 31, 2025.

This is a very important and urgent task that needs to be urgently focused on and completed. The Ministry of Justice respectfully requests that the Chief Justice of the Supreme People's Court, Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities pay attention to directing its implementation.
