On the evening of October 23, the Investigation Police Agency - Ho Chi Minh City Police announced that it had issued a decision to prosecute and temporarily detain Luong Bang Quang and Vo Thi Ngoc Ngan for the crime of "Giving bribes"; Le Sy Cuong for the crime of "Bribery brokerage".
Expanding the investigation into the case of "Production and trading of counterfeit food products" by Vo Thi Ngoc Ngan (nickname "Ngan 98") - operator of ZuBu Trading and Service Company Limited and ZuBu shop business household, the Ho Chi Minh City Police Department determined that after being inspected by the authorities and discovered violations in business activities (July 2024), Vo Thi Ngoc Ngan and Luong Bang Quang (born in 1982) gave 8 billion VND to a subject named Le Sy Cuong (born in 1987) with the aim of not being prosecuted.
Based on collected evidence, the Economic Police Department of Ho Chi Minh City Police has issued decisions to prosecute and arrest the above suspects.
The Ho Chi Minh City Police Investigation Agency is continuing to expand the case and handle all related subjects.
Previously, on October 13, Ho Chi Minh City Police prosecuted and issued an arrest warrant to temporarily detain Vo Thi Ngoc Ngan (Ngan 98) for producing and trading in counterfeit food products.
Ngan 98 is the operator of ZuBu Trading and Service Company Limited and ZuBu shop business household.
As a result of the investigation, Vo Thi Ngoc Ngan established and operated ZuBu Company (Ms. TTT - Ngan's biological mother is the director) and ZuBu shop business (under MTV's name).
Since 2021, Ngan has started cooperating with a number of factories in Hanoi to order the processing of "health protection and weight loss" food products such as Super Detox X3, X7, X1000...
On paper, these are all licensed products. However, Ngan took advantage of the "freebies" to sell another product called "Collagen vegetable pills".
Through investigation, "Collagen vegetable pills" were not licensed for circulation, there was no product declaration file, but Ngan still packaged and labeled them with the same brand name X3 - X7 - X1000, then advertised them as having the effect of increasing weight loss when used with the main products.
On the packaging, Ngan noted "free gift, not for sale" to deal with the management agency, but in reality, she sold the entire set to customers as a complete course, encouraging parallel use to "achieve faster weight loss results".
Products are transported from the factory in Hanoi to ZuBu shop's warehouse in Ho Chi Minh City and then distributed through social networks Facebook, TikTok and Zubu Company's hotline.
Customers are advised to buy a "weight loss program" of 4 - 15kg, each product set includes a box of X3/X7/X1000 and a corresponding Collagen package, with prices ranging from 870,000 VND to 1.1 million VND.
All sales proceeds were transferred through many bank accounts of relatives and employees to conceal the cash flow, before being concentrated in Ngan's personal account. According to data provided by delivery units, in the period of 2023-2024 alone, revenue from this activity amounted to hundreds of billions of VND.
The appraisal results at the Institute of Criminal Science ( Ministry of Public Security ) determined that the products produced and traded by Ngan 98 did not meet the announced quality standards and were counterfeit goods, in which some samples (collagen tablets) contained the banned substances sibutramine and phenolphthalein.
These are active ingredients banned from use in food because they can cause cardiovascular disorders, high blood pressure, digestive disorders and potential cancer risks, seriously affecting the health of consumers.
