On the morning of April 17, continuing the 44th Session, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly Standing Committee gave opinions on the draft Resolution on piloting a number of specific mechanisms and policies for the development of Hai Phong City.
Innovative, creative, comprehensive, all-encompassing
According to the Draft Resolution Report of the National Assembly replacing Resolution No. 35/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Hai Phong City presented by Minister of Finance Nguyen Van Thang, the issuance of a new Resolution replacing Resolution No. 35/2021/QH15 of the National Assembly to clear bottlenecks, create breakthroughs, have a large spillover effect in the Red River Delta region and contribute more to the economic growth rate of the whole country is necessary and consistent with the goals set by the Politburo in Resolution No. 45-NQ/TW on building and developing Hai Phong City by 2030, with a vision to 2045, Conclusion No. 96-KL/TW on continuing to implement Resolution No. 45-NQ/TW on building and developing Hai Phong City by 2030, with a vision to 2045.

The Draft Resolution stipulates 6 major policy groups with 41 specific policies, including: Investment management; State budget and financial management; Planning, urban, natural resources and environment management; Science and technology and innovation management; Income of cadres, civil servants and public employees under the management of Hai Phong City; Establishment and mechanisms and policies in the new generation Free Trade Zone in Hai Phong City.

The preliminary review report on the draft Resolution on piloting a number of specific mechanisms and policies for the development of Hai Phong City was presented by Chairman of the Economic and Financial Committee Phan Van Mai and stated that the Standing Committee of the Economic and Financial Committee agreed to issue a Resolution to replace Resolution No. 35/2021/QH15 of the National Assembly on specific policies for the development of Hai Phong City and found that the basic dossier had sufficient political basis, legal basis, and practical basis.

However, the Standing Committee of the Economic and Financial Committee suggested that, along with implementing the Party's correct policy on changing administrative boundaries, the Report needs to be comprehensively assessed, thereby expanding the scope of application of this Resolution to newly merged areas; building breakthrough, creative, inclusive and comprehensive policies.
For the expanded area after the merger, the Chairman of the Economic and Financial Committee proposed to have appropriate specific policies to promote the advantages and unique characteristics of geographical location, economy and culture. Although the draft Resolution has an open provision for mergers, it is only a general principle. The policies in the draft Resolution are basically only built on the basis of implementing Resolution No. 45-NQ/TW and Conclusion No. 96-KL/TW; the impact assessments and set goals are currently only based on the existing boundaries, existing population and potential of Hai Phong City before the merger.

National Assembly Chairman Tran Thanh Man said that the draft Resolution was considered in the context of rearranging local administrative boundaries, so the Government needs to send a document to the Politburo asking for opinions on applying specific mechanisms and policies for Hai Phong City after implementing the merger and expansion of area, creating favorable conditions for the National Assembly to consider, approve and organize implementation.
Continue to decentralize and decentralize more strongly

The draft Resolution also expands the scope of decentralization and delegation of power in accordance with the direction of the Politburo and the spirit repeatedly emphasized by General Secretary To Lam: "locality decides, locality acts, locality takes responsibility"; the Central, National Assembly, and Government create and supervise. However, the National Assembly Chairman proposed to continue to decentralize and delegate power more strongly, especially since the draft Resolution was previously developed in a context where there was no direction to merge administrative units and no direction to decentralize and delegate power.
Regarding the financial mechanism, the National Assembly Chairman agreed that it must be more preferential than the current regulations. Specifically, according to Resolution No. 35/2021/QH15, Hai Phong City is allowed to keep no more than 70% of the increase in central budget revenue in the area for infrastructure investment. The draft Resolution proposes to increase it to 80 - 85%. The National Assembly Chairman said that this proposed level is reasonable, and also highly appreciated the draft Resolution allowing the pilot issuance of green bonds and infrastructure bonds with preferential interest rates to encourage private economic development; agreed to establish a Free Trade Zone in Hai Phong.

The National Assembly Chairman hopes that Hai Phong City will take the lead in applying technology and digital transformation; continue to institutionalize and apply Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, Resolution 193/2025/QH15 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation, and laws on science and technology into the development of Hai Phong City.
The National Assembly Chairman also suggested that the draft Resolution should emphasize streamlining the apparatus and administrative reform, which will determine the development of Hai Phong City in the coming time; focus on environmental protection, sustainable development, and stricter environmental impact assessment regulations for projects on land reclamation, industrial parks, and urbanization; pilot green economic projects such as sustainable aquaculture, eco-tourism, and the use of renewable energy in industrial parks.
"The development of this Resolution (Resolution on piloting a number of specific mechanisms and policies for the development of Hai Phong City - PV) if based only on Resolution No. 45-NQ/TW and Conclusion No. 96-KL/TW is not as new as the Resolution of the 10th Central Conference and the Resolution of the 11th Central Conference. Therefore, it is necessary to continue updating the Politburo's decisions," the National Assembly Chairman emphasized.
Vice Chairman of the National Assembly Nguyen Khac Dinh affirmed that the draft Resolution has sufficient political, legal and practical basis to be submitted to the National Assembly for consideration and approval at the upcoming Ninth Session.
Appreciating the draft Resolution for its policies following Resolution No. 35/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Hai Phong City, the Vice Chairman of the National Assembly also said that the policies in the draft Resolution are all necessary and will have good effects if implemented well.
In addition, the Vice Chairman of the National Assembly also noted that a pilot project must have a time limit, so it is necessary to review the policies to see if there are any contents with unclear time limits, and consider how long the time limit should be. When considering preferential policies, there must be a minimum and a maximum level, that is, there must be "a valve and a lock".
