Politburo plans to hold key positions in provinces and cities after merger

The announcement of the Party Central Committee Office said that the Standing Secretariat will preside over the work to announce the Politburo and Secretariat's policy on expected key personnel of provinces and cities after the merger.

The Party Central Committee Office has just issued a document announcing the conclusion of the meeting of the Politburo and Secretariat on May 3 on the situation and progress of implementing the organizational restructuring and merging of provinces and cities.

Accordingly, the Politburo and the Secretariat assigned the Government Party Committee and the National Assembly Party Committee to continue leading and directing the completion of the supplementation and amendment of the Constitution and seven related laws to effectively implement the two-level local government model.

In particular, the Politburo and the Secretariat requested to strictly implement the Politburo's conclusion on thoroughly decentralizing and delegating power from the Central, ministries, branches to provincial and communal levels; and report to the Politburo and the Secretariat on specific implementation at the next Politburo and Secretariat meeting.

The Politburo and Secretariat also requested to strengthen coordination, carry out inspection, urge and guide localities to complete growth targets, and not to hinder or block socio-economic development.

The Government Party Committee is assigned to lead and direct the Party Committees of the Ministry of Home Affairs and the Ministry of Finance to coordinate with relevant agencies to urgently complete procedures, arrange funds, and promptly pay regimes and policies on implementing organizational restructuring.

The Politburo also assigned the Central Organizing Committee to advise the Politburo to announce the list of assigned Politburo members and Secretariat members to direct the implementation, and advise the Standing Secretariat to preside over working with the Standing Committees of provincial and municipal Party Committees to announce the Politburo and Secretariat's policies on expected key personnel in localities.

The Politburo and the Secretariat requested that Politburo members and Secretariat members, as assigned, focus on leading and directing localities subject to merger to implement the merger.

At the same time, unify the principles, goals, and requirements for arranging, organizing, and using cadres, especially heads of provincial-level agencies, units, and organizations, and cadres under the management of the provincial Party Committee Standing Committee in accordance with the regulations and directions of the Politburo.

Arrange, organize, and use civil servants and public employees in departments, agencies, and sectors; ensure good implementation of policies and regimes; create solidarity and unity, and limit the emergence of complaints and concerns among cadres and party members.

Do a good job of human resources in the merged and consolidated localities

The Politburo and the Secretariat agreed to continue recruiting civil servants to work at medical facilities and teachers at primary and secondary schools within the number of civil servants assigned by competent authorities.

The Ministry of Home Affairs is assigned to proactively review the overall demand for civil servants in the education and health sectors in localities; guide, monitor and inspect the implementation of recruitment to ensure compliance with regulations and within the assigned number of positions from the 2025-2026 school year.

The Politburo and the Secretariat request Party committees at all levels, agencies and units at the Central level and provincial and municipal Party committees to continue to lead and direct the organization of grassroots Party congresses, directly superior to grassroots Party organizations, and prepare to organize provincial Party congresses to ensure progress and requirements in Directive No. 45 of the Politburo (note to do a good job of building documents and personnel in places of merger and consolidation).

Previously, information at the Politburo and Secretariat meeting on May 3 said that the number of commune-level administrative units, after the rearrangement, is expected to decrease from 10,035 to more than 3,320 units nationwide, including 2,595 communes, 713 wards, and special zones (equivalent to 66.91%). Of which, the locality with the highest reduction rate is 76.05%, the locality with the lowest reduction rate is 60%.

Regarding the number of provincial and communal-level cadres and civil servants (including the Party, mass organizations and government sectors), it is expected that after the reorganization: the provincial level will reduce more than 18,440 positions of cadres and civil servants compared to the number of positions assigned by competent authorities in 2022.

The communal level (commune, ward, special zone) will reduce more than 110,780 staff and civil servants compared to the total number of staff at district and commune levels in 2022 due to job placement, staff streamlining, and retirement according to regulations. The activities of about 120,500 part-time workers at the communal level nationwide will end.
