Prime Minister Pham Minh Chinh welcomed the USCC delegation to visit Vietnam in the year of the 30th anniversary of the establishment of diplomatic relations, which is also the occasion when Vietnam celebrates the 50th anniversary of the Liberation of the South and National Reunification. The Prime Minister affirmed that Vietnam persistently pursues a foreign policy of independence, self-reliance, openness, multilateralization, diversification of relations, and the 4-no defense policy; emphasizing the policy of building an independent, self-reliant economy associated with proactive, active international integration, deep, substantive and effective.
In that direction, Vietnam attaches importance to the Comprehensive Strategic Partnership with the United States, sincerely wishing that the bilateral relationship will maintain positive development momentum, become increasingly substantive, and go into depth.
The Prime Minister expressed his delight at the development of bilateral relations in recent times; welcomed the US's continued efforts to overcome the consequences of war; proposed that the US soon recognize Vietnam's market economy status, remove Vietnam from the D1 and D3 strategic export control lists, and increase technology transfer in bilateral economic, trade and investment cooperation, contributing to promoting balanced and sustainable trade relations.
The Prime Minister highly appreciated the US Administration and Congress ' support for a strong, independent, self-reliant and prosperous Vietnam; and asked the Chairwoman and members of the Committee to continue to pay attention to and support the development of bilateral relations.
Regarding the tariff issue, the Prime Minister affirmed that Vietnam is ready to negotiate with the United States for the benefit of the people and businesses of the two countries, towards balanced and sustainable trade, and considers this an opportunity to restructure the economy, diversify markets, products and supply chains, and continue to build an independent and self-reliant economy associated with proactive and active international integration, deeply, substantially and effectively.

Discussing the regional situation, the Prime Minister affirmed that Vietnam consistently resolves the East Sea issue by peaceful means, in accordance with international law, including the 1982 UNCLOS; informed about efforts to seriously implement the Declaration on the Conduct of Parties in the East Sea (DOC) as well as promote negotiations on a substantive, effective Code of Conduct in the East Sea (COC) in accordance with international law.
The Prime Minister asked the United States to continue supporting ASEAN's common stance on the East Sea issue and supporting efforts to resolve disputes by peaceful means in accordance with international law.
USCC Chairwoman Reva Price thanked the Prime Minister for taking the time to receive the delegation and expressed her joy at visiting Vietnam for the first time and was impressed by Vietnam's strong development.

Ms. Price and the delegation members affirmed that Vietnam is an important partner of the United States in the region, highly appreciated the achievements of bilateral relations over the past 30 years and expressed optimism about the development of Vietnam-US relations in the coming time.
Ms. Price and the Committee members agreed with the Prime Minister's proposals, pledging to continue supporting efforts to promote bilateral relations, including recognizing Vietnam's market economy status and negotiating tariffs between the two countries.
