
After the merger, Hai Phong is on the path of strong development in both quality and quantity of economic zones and industrial parks. This is the premise for the city to make a breakthrough, become a dynamic growth pole, and promote its role as one of the economic locomotives of the Red River Delta region, as well as the whole country.
Key economic zones
The “magnet” block attracting tens of billions of USD in foreign direct investment (FDI) and the largest domestic investment (DDI) in the Port City is currently the Dinh Vu-Cat Hai economic zone, covering an area of over 22,500 hectares, including duty-free and tariff zones with many industrial parks. Last May, Saigon-Hai Phong Industrial Park Joint Stock Company (under Kinh Bac Urban Development Corporation) held a groundbreaking ceremony for the Trang Due 3 Industrial Park Infrastructure Investment and Business Project, located in the Dinh Vu-Cat Hai economic zone. The project has a total investment capital of over 8 trillion VND.
According to Ms. Nguyen Thi Hong Hanh, Sales Director of Saigon-Hai Phong Industrial Park Joint Stock Company, with Trang Due 3, the company aims to continue attracting clusters in the electricity, electronics, electric vehicle, high-tech industries and environmentally friendly supporting industries.
Mr. Alan Wu, Deputy General Director of Chin Xu Electronic Vietnam Co., Ltd. said: "We have learned information related to the investment environment in Hai Phong through many sources in my country. After coming here directly, with the help of the city government and leaders representing Trang Due Industrial Park, we realized that this is a safe and highly effective place to invest."
Another bright spot, a new growth driver for the city, is the southern coastal economic zone of Hai Phong with an area of 20,000 hectares (of which about 2,909 hectares are reclaimed land), with mega projects to be formed such as Tien Lang International Airport, Nam Do Son Deep-water Port, free trade zone, etc. The master plan for the construction of the southern coastal economic zone of Hai Phong is expected to be completed in October 2025.
According to the orientation, by 2030, the Southern coastal economic zone will play an important role, connecting with neighboring economic zones, forming a chain of coastal economic zones, driving the development of the entire Red River Delta. This will also be the new “eagle nest” of Hai Phong to welcome the investment wave of large domestic and foreign corporations and enterprises, especially in the fields of chip, semiconductor, electronics industry...

New industrial growth pole
According to the Hai Phong Economic Zone Management Board, in the first 7 months of 2025, Hai Phong's total FDI attraction capital is estimated at 1.68 billion USD1, accounting for about 94% of the city's total investment attraction. Of which, 71 new projects were granted with a total capital of about 941 million USD; 74 projects were adjusted to increase capital with a total capital of about 697 million USD. Accumulated to July 2025, the city has attracted an estimated 1,005 projects with a total FDI capital of about 42.2 billion USD.
Regarding the total capital attracted by DDI, in the first 7 months of 2025, it is estimated to reach more than 290 trillion VND (equivalent to 12.4 million USD). Of which, 34 new projects were granted with a total capital estimated at more than 227 trillion VND; 2 projects were adjusted to increase capital with a total capital of nearly 63 trillion VND. Accumulated to July 2025, the total capital attracted by DDI in the city is more than 494 trillion VND (equivalent to 21.1 billion USD), with 359 projects.
There is still a lot of room for growth for FDI and DDI capital sources coming to Hai Phong. According to the Hai Phong Economic Zone Management Board, from the end of 2024 to the beginning of 2025, the city will establish 12 new industrial parks with a total area of 3,269 hectares.
Thus, up to now, Hai Phong has a total of 43 industrial parks with a total area of over 12.1 thousand hectares. Of which, 23 industrial parks are in the East of Hai Phong and 20 industrial parks are in the West of Hai Phong. The planning of new industrial parks, especially in the West of Hai Phong, solves the long-term land problem for investors, and at the same time, creates conditions for the formation of production and supply chains right in the locality.
Based on the position and strength of industrial parks, economic zones, outstanding capacity of modern deep-water seaport system, Cat Bi International Airport, convenient transportation network connecting with provinces and cities... are advantages for Hai Phong to develop more strongly in the coming time. In particular, the National Assembly passed Resolution No. 226/2025/QH15 on specific mechanisms and policies for the development of Hai Phong city, especially policies on free trade zones with outstanding incentives, creating a new competitive advantage for the city and the entire Red River Delta region.
Therefore, the Hai Phong Economic Zone Management Board proactively proposed and implemented many key tasks to improve the quality of investment promotion and investment efficiency, especially with key markets such as Korea, China, the United States, etc. The city always encourages and creates favorable conditions for large domestic enterprises to invest in industrial parks and economic zones, focusing on supporting industries, raw material production, logistics and high value-added services, in order to form strong domestic supply chains. The city speeds up the planning process, establishes new industrial parks, creates clean land funds, and is ready to welcome investors, etc.
At the Hai Phong City Investment Promotion Conference 2025 with the theme "Hai Phong - Strategic Destination of the New Era" held last July, Comrade Le Ngoc Chau, Chairman of the City People's Committee affirmed that the Southern coastal economic zone, the new generation Free Trade Zone, the specialized economic zone along with Hai Phong's eco-industrial parks, promise to create a new industrial - service growth pole on the economic map of the North. Hai Phong joins hands, is determined to build and develop into a leading city in the industrialization and modernization cause, a driving force for the development of the Northern region and the whole country, on par with typical cities in Asia as determined in the spirit of Resolution 45 of the Politburo.
