Regarding the report on the results of reviewing the mechanisms and policies of the two provinces, the delegates highly agreed with the social security policies and some specific policies with superiority. In particular, in the 5 groups of social security policies, it is necessary to add policies on school milk and lighting electricity. Discussing here, comrade Lam Thi Huong Thanh, Permanent Vice Chairwoman of the People's Council of Bac Giang province, stated that in the past time, social security policies have been implemented promptly, fully, effectively, publicly and transparently. Regarding the plan to pilot the operation of the two-level government and the plan to announce the Resolution of the National Assembly and the National Assembly Standing Committee, the People's Committees of the two provinces have drafted a document directing the preparation of conditions to ensure the operation of the new commune-level government. It is proposed to select a central administrative unit for the pilot operation, on that basis, draw experience for the implementation throughout the province.
Concluding the working session, comrades Vuong Quoc Tuan and Nguyen Viet Oanh said that the development of socio-economic development indicators must adhere to the indicators of the centrally-run city; being the economic growth pole of the North and the whole country with green, clean, modern industrial and service development based on the knowledge economy, science and technology, innovation and digital transformation.
The province has a synchronous and modern socio-economic infrastructure system, connecting inter-provincially, inter-regionally and internationally; ensuring national defense, security and social order and safety, creating a stable and attractive investment and business environment; comprehensively caring for and improving the quality of life and happiness of the people.
Regarding the new rural target, it is necessary to clearly state that localities that do not strive to become wards must achieve advanced new rural status. At the same time, assign the Department of Justice to preside over and agree with relevant units to abolish 34 documents, issue a new Resolution applicable in Bac Ninh province (new) for 45 documents...; agree on the plan to provide free school milk for poor and near-poor households; support electricity to light up the neighborhood.
Regarding the plan to pilot the operation of the two-level government, the comrades assigned the Department of Home Affairs to coordinate with the Organizing Committees of the two provinces to discuss and agree on details of the operational exercise; develop and report a specific plan to jointly announce the Resolution of the National Assembly and the National Assembly Standing Committee on the arrangement of administrative units at the provincial and communal levels.
