Mobilizing all resources to develop strategic infrastructure connecting Gia Binh airport (Bac Ninh) with Hanoi

The Government Office issued Notice No. 304/TB-VPCP dated June 17, 2025, concluding the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on the special mechanism for investment in the construction of the route connecting Gia Binh airport with Hanoi capital.

In the above Notice, the Deputy Prime Minister assigned the People's Committee of Hanoi City and the People's Committee of Bac Ninh Province to proactively prepare for investment and implement projects in the area according to their authority, ensuring the progress of project commencement and completion according to the direction of the Government Standing Committee in Notice No. 85/TB-VPCP dated May 16, 2025 of the Government Office ; urgently and carefully study the provisions of current laws; in case it is necessary to apply specific mechanisms, it is necessary to clarify the reasons for the proposal, assess the impact to ensure investment efficiency, avoid corruption, group interests, loss, waste, and negativity, and send it to the Ministry of Construction before June 18, 2025.

The project is expected to create momentum for regional development, enhancing connectivity between Hanoi capital, Bac Ninh province and neighboring provinces and cities.

The Deputy Prime Minister requested the People's Committee of Bac Ninh province to urgently and proactively coordinate with the Ministry of Construction to establish an investment policy for the BT project in Bac Ninh province to submit to the National Assembly in case this BT project has criteria belonging to an important national project (using land requiring conversion of land use purpose for rice cultivation from two crops or more with a scale of 500 hectares or more) as reported by the Chairman of the People's Committee of Bac Ninh province.

The submission to the competent authority of the investment policy and specific and special policy mechanisms for the project must be in accordance with the direction of key leaders, focusing on mobilizing all resources to develop strategic airport infrastructure and connect Gia Binh airport with the capital Hanoi. The parties must not propose other infrastructures under the authority of the locality or not yet included in the national planning or national sector planning; must carefully consider the investment efficiency of the project, ensure social order and stability, avoid taking advantage of loopholes in policy mechanisms and group interests.

The Ministry of Construction urgently presides over synthesizing proposals from localities and opinions from relevant ministries and branches; including reviewing current legal provisions, draft legal documents expected to be approved by the 15th National Assembly at the 9th Session and the Government is preparing to issue effective from July 1, 2025 to study, propose handling options, and report to the Prime Minister before June 19, 2025.

At the same time, the Ministry of Construction urgently presides over and coordinates with the Ministry of Public Security to adjust and supplement the Gia Binh airport planning according to the shortened process and procedures into the Master Plan for the development of the national airport and seaport system for the period 2021 - 2030, with a vision to 2050, as a basis for preparing the project investment policy to submit to the National Assembly according to regulations.

* According to the proposal of the Hanoi People's Committee, the route connecting Gia Binh International Airport with Hanoi Capital has the starting point from Gia Binh International Airport to the end point at the intersection of the route connecting Tu Lien bridge approach road with Hanoi Ring Road 3, with a total route length of about 35.43km.

The route from Gia Binh International Airport to Kenh Vang Bridge to Hai Duong will be implemented under a separate investment project of Bac Ninh province.

In Hanoi city, the route is 14km long, 120m wide, of which the 7km section from the Bac Ninh - Hanoi border to the intersection between Hanoi's Ring Road 3 and Hanoi - Lang Son expressway will be newly built.

The 7km section from the intersection between Hanoi's Ring Road 3 and Hanoi - Lang Son Expressway to the intersection of the road connecting Tu Lien Bridge approach road with Hanoi - Thai Nguyen Expressway (coinciding with Hanoi's Ring Road 3) will be upgraded from a cross-section of 35m to a cross-section of 120m.
