Tomorrow, July 24, the 10th Ho Chi Minh City People's Council, term 2021 - 2026, will hold its second session (regular session in mid-2025) at the Conference and Exhibition Center hall (at 1 Le Loi, Binh Duong Ward, Ho Chi Minh City).
At the meeting, the City People's Council carried out the following key contents: opening the meeting; listening to the Ho Chi Minh City National Assembly Delegation report on the content and results of the 9th session of the 15th National Assembly ; the Standing Committee of the Ho Chi Minh City People's Council reported on the results of activities in the first 6 months of the year, directions and tasks for the last 6 months of 2025; thematic supervision report on the implementation of Resolution 98/2023/QH15 of the National Assembly dated June 24, 2023 on piloting special mechanisms and policies for the development of Ho Chi Minh City.
Ho Chi Minh City People's Committee reported on the socio-economic situation in the first 6 months of the year, tasks and solutions for the last 6 months of 2025; summarized voters' opinions and recommendations sent before the meeting; presented important reports including:
- Draft Resolution stipulates the decentralization of revenue sources, expenditure tasks and percentage (%) of revenue allocation for each budget level in Ho Chi Minh City in 2025.
- Draft Resolution amending and supplementing Resolution No. 30/2023/NQ-HDND dated December 8, 2023 of the Ho Chi Minh City People's Council on using Ho Chi Minh City budget to support other localities in the country and support localities in other countries.
- Resolution promulgating regulations on the allocation norms for operating expenditure estimates of State agencies in Ho Chi Minh City in 2025.
- Draft Resolution stipulating the functions, tasks, powers, and organizational structure of the Ho Chi Minh City Department of Food Safety after the reorganization of provincial-level administrative units (Ho Chi Minh City, Binh Duong province, Ba Ria - Vung Tau province).
- Draft Resolution stipulating support regime for collaborators of the Urban Order Management Team and contracted employees within the staffing quota of the (old) district-level Red Cross Society who quit their jobs due to the implementation of the 2-level local government model.
- Draft Resolution stipulating revenue items and collection levels, revenue and expenditure management mechanism for services serving and supporting educational activities of public educational institutions in Ho Chi Minh City in the 2025-2026 school year.
- Report on approval of local government borrowing and debt repayment plan in 2025.
- Report on receiving public investment plans of 3 provinces and cities before the arrangement and assigning the People's Committee of Ho Chi Minh City to decide on adjusting the medium-term public investment plan for the period 2021 - 2025 and 2025 local budget capital to solve problems arising from practice in the process of arranging administrative units and organizing 2-level local government in Ho Chi Minh City (after the arrangement).
- Report on the state budget revenue estimate in the area, local budget revenue and expenditure estimate in 2025 and local budget allocation plan in 2025 of Ho Chi Minh City after the arrangement.
- Proposal on naming streets and adjusting routes in Ho Chi Minh City.
In addition, the Ho Chi Minh City People's Council will carry out personnel work.
At the meeting, the Ho Chi Minh City Fatherland Front Committee will report on its participation in building the city government in the first 6 months of 2025; the Ho Chi Minh City People's Procuracy and Ho Chi Minh City People's Court will report on their work in the first 6 months of the year and key tasks and directions for the last 6 months of 2025.
