Hanoi discovers large-scale gas decanting point
According to information from the Hanoi Market Management Department (QLTT, Standing Agency of Hanoi Steering Committee 389), Market Management Team No. 7 has just discovered and handled a facility that illegally decanted gas.
Accordingly, implementing Plan No. 08/KH-QLTTHN dated March 1, 2024 of the Hanoi Market Management Department, Plan No. 03/KH-Đ7 dated March 1, 2024 of Market Management Team No. 7 on the fight against counterfeit goods, goods of unknown origin and origin and goods infringing intellectual property rights in Thanh Tri district in 2024.
At 10:00 a.m. on August 2, 2024, Market Management Team No. 7 coordinated with the Economic and Position Crime Investigation Police Team (Thanh Tri District Police) to search the warehouse area of Ms. TTV (Man Di Brick Kiln Area, Village 1, Dong My Commune, Thanh Tri District, Hanoi City) containing evidence of various types of gas cylinders (LPG) and means used to decant gas (liquefied petroleum gas LPG).
As a result of the investigation, Market Management Team No. 7 and the coordinating agency temporarily detained 02 trucks containing gas and vehicles used to decant gas, including:
The white truck has the license plate number: 22C-026xx, with a load capacity of 2,325 tons. The truck bed contains a metal tank containing liquefied petroleum gas (LPG) (capacity of the tank is unknown). This tank is directly connected to 03 LPG filling machines (Gas filling scales); each machine is directly connected to 01 12kg LPG cylinder and is in the process of filling LPG into the cylinder.
The blue truck has license plate 29H-065xx; vehicle weight 2.4 tons. The truck bed contains 65 LPG cylinders that have been filled with LPG gas; there is no shrink-wrap seal on the valves of the LPG cylinders.
In addition, there are 553 LPG cylinders (with different brands) of 12kg (used to contain LPG gas and 12kg of plastic shrink wrap (new, unused) with the brands: VAN LOC GAS AND VENUS PETROL GAS being stored in the warehouse area; 03 memory cards attached to those 03 cameras, including: 01 64GB memory card, brand: HIKSEMI YAH06S0112SZ HS2344064G C; 02 32GB memory cards, brand: Kingston KN003842067.
At the time of examination, Ms. V did not present any documents or invoices related to gas decanting activities.
The inspection team of Market Management Team No. 7 and the coordinating force determined that the incident had signs of "illegal transfer, decanting, and filling of LPG from gas tanks into LPG cylinders".

It is known that this is not the first time that Thanh Tri district authorities have discovered and handled illegal gas filling stations. In April 2023, a similar activity was also discovered in Dai Ang village, Dai Ang commune. At that time, authorities discovered two trucks, a gas pipeline system and five gas filling stations connected to a large gas tank.
Danger from gas cylinder seizure and illegal decanting
Speaking to Lao Dong newspaper, a gas company leader said that the danger of illegally seizing gas cylinders is that gas businesses use “tricks” to seize gas cylinders. They then cut off the belt and base, smooth out the embossed letters on the cylinder body, apply a new layer of paint, and then stick their own brand label on it, turning the competitor’s property into their own.
Once the “ears are cut and the shell is polished”, the quality of the bottle will certainly not be guaranteed, which can easily lead to accidents when used. If you pay close attention, with the naked eye, consumers can also distinguish between real and fake bottles.
According to the law, gas is one of the conditional business lines, because this is an essential gas product and requires a very high level of safety. To operate in the field of gas filling, filling stations must comply with many conditions on fire safety, pressure equipment safety... approved by competent state agencies.
Gas filling activities are mainly carried out at the depots of enterprises under strict supervision of supporting equipment and staff trained in techniques and skills in this field.
However, in recent times, due to illegal profits, illegal gas filling facilities have developed. Of course, these facilities have not been licensed and assessed, so they do not meet safety requirements.
"Illegal gas decanting activities not only violate the law but also pose a high risk of fire and explosion, threatening the safety of people and the surrounding environment. In particular, when decanting is carried out at temporary locations that do not ensure technical safety, the risk of an incident is very high," said a representative of Thanh Tri District Police.
In fact, in March 2024, a fire broke out in a temporary shelter in Do Ha village, Khanh Ha commune, Thuong Tin district, Hanoi, causing 3 casualties. Investigation revealed that this temporary shelter was used for illegal gas decanting.
In the coming time, units under the Steering Committee 389 of Hanoi City will continue to fight, promptly detect and strictly handle illegal gas decanting acts.
