Renovating Cham villages

Upon arriving at Luong Tri village in Nhon Son commune, Ninh Son district, we were warmly guided by Ms. Dao Thi Tay. We traversed a rugged forest path to reach the Cha Vum field, located about 7km northwest of the residential area. This field has been able to secure irrigation water in recent years, becoming a land of abundant crops and fruits, contributing to the increasingly prosperous lives of the Cham people.

Standing amidst the bustling Chà Vum rice fields, filled with the sounds of tillage machines preparing for the rice planting season on the afternoon of September 16, 2024, Mr. Dao Van Tri, Head of Luong Tri village, said that before 2022, the people of Chà Vum only planted one crop per year, relying on rainwater, which was very unstable. Thanks to the government's investment in the Tan My irrigation system, with a capacity of 219.8 million cubic meters of water serving 12,800 hectares of cultivated land and providing freshwater for daily life, industry, services, and aquaculture, the lives of the people have become increasingly prosperous. With the irrigation provided to 365 hectares of rice fields in Luong Tri village, where farmers plant 2-3 rice crops per year, the yield reaches 7-8 quintals per sao (approximately 1000 square meters) per crop.

Rice crops cultivated in the Chà Vum fields have yielded a bumper harvest and fetched good prices, helping farmers earn an average profit of 30-40 million VND/hectare/season, ensuring food security and a comfortable life. From there, the people have joined hands with the local government to build Nhơn Sơn commune into an advanced new rural area. Lương Tri continues to shift its crop structure, apply high technology to farming, increase income, and improve the lives of farmers.

Leaving the Chà Vum fields, we arrived at Bỉnh Nghĩa village, Bắc Sơn commune, Thuận Bắc district, as the 2024 Katê Festival was fast approaching. Bỉnh Nghĩa today has undergone a complete transformation in every aspect.

According to Binh Nghia village head Truong Thanh Loi, the village currently has 846 households with 4,600 inhabitants. Approximately 181 hectares of the village's three-crop rice fields are irrigated by the Nha Trinh irrigation system, and 126 hectares of two-crop rice fields are irrigated by the Song Trau irrigation system. The average yield for the summer-autumn rice crop is 6.5-7 tons/ha. With a selling price of 8,500 VND/kg for dried rice, farmers earn a profit of about 30 million VND/ha. In the three years from 2022 to 2024, 78 poor households in Binh Nghia received 582 million VND in support from Project 1 of the National Target Program 1719, helping them purchase agricultural tools, switch to other occupations, and install decentralized water supply systems to improve their quality of life.

According to Ms. Pi Nang Thi Thuy, Head of the Ethnic Affairs Committee of Ninh Thuan province, the province has 19,592 households with 90,207 Cham people living in 35 villages and neighborhoods across 6 districts and cities, accounting for 12.3% of the province's total population. The Provincial Party Committee and the Provincial People's Committee of Ninh Thuan have issued many policies and guidelines to mobilize resources to improve the lives of ethnic minorities and people in mountainous areas.

The Cham ethnic minority area in Phuoc Hai commune, Ninh Phuoc district, has received investment from the State in a modern transportation system that effectively meets the travel needs of the people.

Over the past five years (2019-2024), the central government has provided funding from national target programs, provincial budgets, and other resources totaling over 4,877 billion VND, including 2,998 billion VND for development investment and 1,878 billion VND for recurrent expenditures. This funding has focused on supporting infrastructure investment with over 1,000 projects and works, contributing to improving the quality of life for ethnic minority and mountainous communities in the province.

Specifically for Project 1, National Target Program 1719, giai đoạn 2022 – 2024, the central and local budgets invested 79,967 million VND. By the end of August 2024, the entire province had disbursed 72,276 million VND, reaching 90.3% of the allocated capital. This included completing the land leveling and technical infrastructure improvement for 173 residential plots; supporting the construction of 317 houses for poor households in Ninh Son and Bac Ai districts; providing livestock breeding stock and agricultural tools to 1,936 poor households; supporting the installation of decentralized water supply systems for 539 households; and constructing 8 centralized water supply systems in Bac Ai and Ninh Phuoc districts.

“In the coming time, the Provincial Ethnic Affairs Committee will closely coordinate with relevant departments, agencies, and local authorities to effectively implement the National Target Program 1719. The entire province will continue to mobilize social resources to invest and create momentum for the rapid and sustainable development of the Cham people's lives,” said Ms. Pi Nang Thi Thuy.
