Following the direction of the Provincial Traffic Safety Committee, Thanh Hoa Provincial Youth Union has actively deployed the campaign to build the movement "Traffic culture with river peace" to all levels of Youth Union in the whole province. Up to now, Thanh Hoa Provincial Youth Union has built and maintained the operation of 18 models of "Traffic safety ferry terminals" in Quan Hoa, Ba Thuoc, Hoang Hoa, Nga Son, Cam Thuy districts... At the models, the youth volunteer teams have organized many propaganda activities, mobilizing people to strictly comply with inland waterway traffic regulations. Along with that, mobilizing ferry owners to carry passengers in accordance with regulations, fully equipped with life jackets, registered, inspected, and drivers with certificates according to regulations. In addition, the volunteer youth team also guides people on and off, arranges goods, and reminds people to wear life jackets and floating devices throughout the ferry journey.
Ms. Le Thi Trang, Head of the Youth Solidarity Committee - Thanh Hoa Provincial Youth Union, said: "The implementation of the model "Safe Traffic Ferry" managed by the Youth Union has brought positive results, creating a ripple effect in the community, contributing to raising people's awareness in ensuring order and safety of inland waterway traffic. In the coming time, we will continue to coordinate with localities and functional forces to maintain the operation of these models and mobilize resources to have funds to equip life jackets and life buoys to support ferry terminals. Thereby, effectively implementing the movement "Traffic culture with peace on the river" launched by the National Traffic Safety Committee".
Implementing the movement "Traffic culture with peaceful rivers", every year, the Provincial Traffic Safety Committee has developed a plan and deployed it to sectors and members for implementation. Thereby, the Traffic Safety Committees of districts, towns and cities have deployed the construction, consolidation and improvement of the operational efficiency of 20 models of "Waterway Traffic Culture". Of which, the ferry model in Giang Thanh fishing village, Thieu Khanh ward (Thanh Hoa city) was recognized by the National Traffic Safety Committee as meeting the standards of a Waterway Traffic Culture Ferry. Thanh Hoa Provincial Youth Union has built and maintained the operation of 18 models of "Safe Traffic Crossing Ferry" in the province. Through the activities of the models, the forces have focused on propagating, disseminating andeducating the law on inland waterway traffic to people living along the canal, crew members, vehicle owners and traffic participants; strengthening patrolling, controlling and handling violations of traffic safety order. Through the models, the masses have been encouraged to detect, denounce, and fight against violations of the law, and to build cultural, civilized, and safe rivers, ferry terminals, and residential areas.
In the first 5 months of 2025, the waterway police force inspected the rivers passing through the districts of Vinh Loc, Cam Thuy, Yen Dinh, Nga Son, Hau Loc, Ha Trung, Hoang Hoa, Nghi Son town...; detected and handled 30 cases of administrative violations of waterway traffic safety.
Currently, the province has 23 inland waterway routes with a length of 761.5km through the districts of Vinh Loc, Cam Thuy, Yen Dinh, Thieu Hoa, Nga Son, Hau Loc, Ha Trung, Hoang Hoa, Nghi Son town... Of which, 8 are central inland waterway routes with a length of 213km and 15 are local inland waterway routes with a length of 548.5km. In addition, the province has 55 inland waterway wharves, including 4 passenger wharves, 3 general cargo wharves, 1 vehicle repair wharf, and 47 wharves used to gather sand and gravel. In order to strengthen the work of ensuring traffic safety and order on inland waterway routes, localities are actively mobilizing resources along with the contributions of mass organizations to build, maintain and develop models of "Waterway Traffic Culture". The Provincial Traffic Safety Committee regularly coordinates closely with sectors, organizations and localities to promote propaganda and dissemination of laws on ensuring order and safety of inland waterway traffic. Every year, the Provincial Traffic Safety Committee organizes interdisciplinary working groups to inspect ferry terminals and passenger vehicles across rivers in localities in the province to promptly detect and correct violations, and to propagate and guide vehicle owners to comply with regulations when participating in inland waterway activities. Along with that, functional forces regularly patrol, control and remind vehicle owners participating in waterway traffic to fully equip life-saving equipment, ensure technical safety, contributing to improving the effectiveness of the campaign to build the movement "Traffic culture with peaceful rivers".
