From January 2025 to early June 2025, Nhat An Phu Joint Stock Auction Company - Thanh Hoa Branch successfully organized 19 auctions, including 15 auctions of land use rights (LUR). The total starting price of the assets put up for auction was more than 429 billion VND, while the total winning price was more than 668 billion VND, a difference of more than 239 billion VND compared to the starting price. This result reflects the effectiveness of auction organization, increases revenue for the State budget and shows a positive signal of the LUR auction market in localities in the province.
Branch Executive Director Nguyen Ngoc Linh Chi commented: “Compared to 2024, the number of planned land lots put up for auction has decreased due to objective factors such as the policy transition process under the 2024 Land Law, the Law amending and supplementing a number of articles of the Law on Property Auction and the issuance of a new land price list by the Provincial People's Committee. However, the land use rights auction market has had positive changes. Specifically, the number of auction participants has increased, the winning auction price has increased sharply, especially in areas with favorable locations, developed infrastructure, and high land use demand such as Thanh Hoa City, Hoang Hoa, Hau Loc, and Quang Xuong districts”.
Through research, one of the reasons driving the market is the adjustment of the land price list towards the actual value after the land fever period of 2021-2023. The starting price of many plots of land in the planning areas has now been adjusted down from 10% to 20%. This is a favorable condition for people with demand for residential land to participate in the auction. In addition, the shift of investment capital from production and business sectors to real estate, in the context of many market difficulties, also contributes to increasing interest in land use right auctions.
In addition to the positive signals, there is still a phenomenon of some organizations and individuals participating in auctions for the purpose of "speculation", focusing on areas with high profit potential, inflating prices, then reselling them to enjoy the difference. This situation has many potential consequences, causing difficulties for people with real needs for residential land when they have to buy back auctioned land from intermediaries at a higher price than the actual price.

Statistics from the beginning of 2025 to present, in Hoang Hoa district, there are 30 residential planning sites, with a total of 1,109 land lots put up for land use rights auction. The sites are concentrated in the communes of Hoang Dong, Hoang Phu, Hoang Thinh, Hoang Hai, Hoang Tien, Hoang Kim, Hoang Tan. The auction results have had 1,063 land lots, with an area of 172,187m2 successfully auctioned and the total winning amount of land use rights auction reached more than 2,004 billion VND, 1.8 times higher than the starting price. For example, in Hoang Thinh commune, 35 land lots belonging to the Bac Doan Vy residential area planning site were put up for auction in mid-May 2025 with the starting price of the land lots ranging from only 5 to 9 million VND/m2. However, many auctioned lots were priced from 14 to 19 million VND/m2, and some lots in good locations were priced up to 20 to 22 million VND/m2.
In Hau Loc district, in mid-May 2025, 137 plots of land in the new residential area of Hoa Phu village, Hoa Loc commune were put up for auction. This is a beautiful area with new traffic routes and high demand for land use by local people. The total starting price of the plots was determined to be more than 126 billion VND; the total winning bid price of the plots reached 222 billion VND. Notably, this land auction attracted 1,212 bids.
According to the report of the Ministry of Construction , in the first months of 2025, the real estate market has improved, the supply and volume of real estate transactions have increased compared to the same period in 2024. In Thanh Hoa, the real estate market has been bustling in recent months. Many land use right auctions in localities have attracted a large number of people to participate, the auction success rate is high, and many plots have auction winning prices much higher than the starting price. However, some auctions have auction winning prices many times higher than the starting price, making people not know the real value of real estate in the area. Notably, after successful auctions, most of the plots of land were immediately put on the trading floor and social networks for sale. This shows that many people participate in the auction for the purpose of "speculation" and resale to enjoy the difference. Many people wonder if this is a virtual land fever phenomenon when prices are pushed up too high compared to the actual value.
Recently, the Provincial People's Committee has issued an official dispatch directing the focus on rectifying and handling price manipulation, real estate speculation and inspecting real estate investment and construction projects. Faced with fluctuations in the real estate market, people need to be alert and carefully research each area to see if the price increase is due to development potential or due to a wave of "virtual fever" following the arrangement of administrative units.
