Practical effectiveness from Vietnam - Laos vocational training cooperation

Vocationaleducation cooperation between Vietnam and Laos in recent times has achieved many outstanding results in areas such as long-term training for Lao students; support for training machinery and equipment; training Lao experts and candidates to participate in ASEAN skills competitions... The above cooperation is highly appreciated by the authorities of the two countries because it meets the priorities of both sides and brings practical results.
Create strong changes in the quality of vocational training
International student Bounyor Vilaiysack (born in 2001), from Palanxay district, Savannakhet province, is studying Nursing class K6 at Quang Tri Medical College (CĐYT) on a self-funded basis. “Because I love nursing, I decided to go to Quang Tri to study. I knew that if I wanted to learn a good job, I needed to learn Vietnamese well, so I worked very hard. After studying the theory, the days of practice at Quang Tri General Hospital were equally difficult. However, with enthusiastic teachers guiding me, Bounyor Vilaiysack applied the theory to practice fluently. Currently, Bounyor Vilaiysack has been invited to work at Savannakhet Provincial Hospital and several other Lao units. Not only providing vocational training in Vietnam, in Nongbok district, Khammuan province, Central Laos, there is a school named Lao-Vietnam Model Vocational High School. This is one of the bright spots in the cooperation in education and vocational training between Vietnam and Laos. The school was invested with a total cost of 5 million USD, including the headmaster's house, classrooms, practice house, dormitory, technical infrastructure system; dining room... This is a gift from the Party, State and people of Vietnam to the Party, The Lao State and people. The school has 5 training majors to help high school students, unemployed workers, disadvantaged cases, workers who need to change their profession, and Lao workers abroad who have to return home due to the impact of COVID-19 to improve their skills to find jobs. According to Lao Deputy Minister of Education and Sports Sisouk Vongvichith, the Lao-Vietnam Friendship Model High School is the first school in Khammuan province to implement two parallel curricula: study and practice. Thereby, helping people in Khammuan province and neighboring provinces have the opportunity to be trained in professions and practical skills to develop themselves while contributing to the socio -economic development of Laos.

Not only promoting cooperation in infrastructure construction, in recent times, Vietnam - Laos vocational training cooperation has developed strongly in the fields of long-term training for Lao students; supporting machinery and equipment for training in essential technical occupations; training Lao experts and candidates to participate in ASEAN skills competitions; short-term training of officials. In particular, in the field of human resource development, the two sides have committed to supporting training equipment in the fields of automobile technology, electricity, electronics and information technology; receiving and training students; training experts and candidates to participate in ASEAN skills competitions; training short-term and long-term officials... for Laos. Vietnam has also completed the transfer of training equipment support in the fields of automobile technology, electricity, electronics and information technology with the Laos - Korea Skills Development Academy. The equipment has been put into teaching and training with a total value of nearly 4 billion VND. The above cooperation is highly appreciated by the authorities of the two countries because it meets the priorities of both sides, creates a strong change in the quality of vocational training and brings practical results. However, in the long term, cooperation in this field still faces practical difficulties such as slow transfer and application of equipment, and the lack of a fixed budget source...

Promoting international cooperation to improve quality

In order to improve the quality of vocational training cooperation between Vietnam and Laos, in November 2022, the "Cooperation Agreement in the field of human resource development" between the Ministry of Labor, War Invalids and Social Affairs of Vietnam, the Ministry of Labor and Social Welfare and the Ministry of Education and Sports of Laos was officially signed.

According to the agreement, the contents of the cooperation areas include sharing experiences in the work of building and perfecting laws and policies on labor and human resource development; cooperating in training on vocational skills development, building national vocational skills standards, training and fostering to improve capacity. Encouraging and facilitating vocational skills development centers and vocational training establishments; encouraging management and cooperation in skilled labor migration between the two countries. Cooperating and supporting enterprises in implementing vocational skills training and development projects; supporting equipment, developing programs on skills development and vocational training. In particular, the two sides will cooperate in training Lao and Vietnamese for officials and teachers of vocational training centers of the two Ministries of Vietnam and Laos (from ODA capital of the two governments of Vietnam and Laos every year); cooperating in implementing related projects of mutual interest and developing human resources within the regional and international framework. The purpose of the Agreement is to commit to cooperation in the field of human resource development through vocational skills development, promoting vocational training linkages, and fostering and enhancing the capacity of vocational teachers and staff working in the fields of labor, social welfare and vocational education. According to education experts, the Agreement on cooperation in the field of human resource development was signed in the context of the increasing demand for highly skilled workers in the labor market in Laos. Currently, the Lao government is also focusing on encouraging domestic high school graduates to participate in vocational training programs to meet the demand for human resources. Therefore, the Agreement will continue to promote cooperation in education and vocational training in a specific, practical direction, in line with the potential and close cooperation between the two countries.
