Efficiency from the capital source of the "Farmer Support" Fund

The "Farmer Support Fund" (HTND) at all levels helps many members and farmers in the province to borrow capital with preferential interest rates to invest in production and business development, gradually increase income, improve life, and contribute to sustainable poverty reduction in the locality.

The Provincial “HTND” Fund Mobilization Committee directed the mobilization committees at all levels to focus on deploying to all levels, sectors, organizations, individuals, and benefactors and assign specific targets to each level of the association to mobilize cadres, civil servants, public employees, and armed forces to each person at least 1 day's salary; each farming household from 10,000 VND; good production and business households, production and service business households to support 30,000 VND; organizations, enterprises, and cooperatives located in the area to support from 2 million VND or more.

In 2023, the Provincial "HTND" Fund mobilized 5 billion 810 million VND, reaching 116% of the plan. Of which, the provincial level mobilized 1 billion 779 million VND; the district, city and grassroots levels mobilized 4 billion 131 million VND. Up to now, the total capital of the "HTND" Fund at all levels in the province is managing 73 billion 544 million VND. From the fund, the Association at all levels selected to build 98 models and projects with 787 farmer households receiving loans, the lending method is increasingly large-scale, capital investment for a project is increased (maximum 100 million VND/household; maximum 2 billion VND/project).

The "HTND" Fund contributes to solving employment, increasing income, and gradually stabilizing the lives of members and farmers. Thereby, many typical advanced models have emerged with high efficiency such as: The project of raising buffaloes for reproduction in Dai Son commune (Quang Hoa) after 2 years of borrowing capital from the "HTND" Fund, the herd has 32 buffaloes, 16 calves, many households have 3-4 buffaloes; The project of growing and processing vermicelli in Thanh Cong commune, The project of growing and caring for fruit trees in Vu Minh commune, The project of raising buffaloes for reproduction in Tam Kim commune (Nguyen Binh); The project of growing star anise and processing star anise essential oil in Coc Pang commune (Bao Lac)... The models and projects with good results not only help households repay the borrowed capital but also create conditions for members and farmers to have the opportunity to expand and develop crops and livestock to increase income and stabilize their lives...

Chairman of the Farmers' Association of Bao Lam district Mong Hai Chau shared: The Farmers' Association of the district has 153 branches with 9,500 members, members and farmers mainly live on farming and raising livestock, so they need capital to invest in production. Currently, the total amount of money managed by the "HTND" Fund of the district is over 7 billion 300 million VND. Of which, the province's source is 2 billion 250 million VND, the district's source is nearly 4 billion 300 million VND... Thanks to the good work of building and managing capital, many members trust and voluntarily support the construction of the "HTND" Fund. Up to now, the district has 20 projects "1 buffalo raising project, 18 cow raising projects, 1 goat raising project", creating conditions for 119 members to have jobs, increase income, improve their lives, escape poverty and become rich legitimately.

Chairman of the Provincial Farmers' Association Duong Hung Dung said: In the coming time, the Provincial Farmers' Association will continue to innovate the content and methods, improve the quality and efficiency of the "HTND" Fund's operations, develop the Fund sustainably to become an important tool and means for the Associations at all levels to promote the Association's activities and the farmers' movement through capital and science and technology support for the Association, develop production and business, build and successfully replicate economic development models; promote information and propaganda work on the activities of the "HTND" Fund in many diverse and rich forms, such as: propaganda on Cao Bang Newspaper, Cao Bang Radio and Television, Provincial Farmers' Association Website, leaflets, Vietnam Farmers' Association's Electronic Information Page, Provincial Farmers' Association... Strive to increase the fund source by 2024 to 5 billion VND or more. Proactively survey the capital needs of the Associations and farmers, build models and projects for lending capital to the "HTND" Fund; lending to the right people, using capital for the right purpose, effectively.
