The Lung Khau Nhin - Cao Son - La Pan Tan inter-commune road upgrade project (photo below) has a total investment of over 133 billion VND. Through inspection and actual assessment, the project capital has been adjusted down by 8.1 billion VND according to Resolution 24 of the District People's Council. To date, the project has disbursed over 96 billion VND, and is expected to be completed by December 31, 2024, ensuring progress.
Mr. Bui Si Ngoc, Director of the Muong Khuong District Construction Investment Project Management Board said: "Whenever a point is completed, we will create conditions for handover and final payment for that location to create motivation for the construction unit. For any points affected by landslides due to storm No. 3, we will report to the province for adjustment plans, and soon open the entire route for handover."
According to Resolution 24 of the People's Council of Muong Khuong district, many projects in the list of difficult disbursement or low disbursement rate will have their capital adjusted to the list of works and projects with high disbursement rate. Transfer capital from works without volume to some projects and works with volume but no disbursement source, such as: removing temporary houses, maintaining and repairing traffic infrastructure works, schools, classrooms, etc.
Ta Thanh Ethnic Minority Primary and Secondary School, Muong Khuong district has invested in spacious facilities.
Ms. Tan Thi Phuong, Ta Thanh Primary and Secondary School, Muong Khuong District, shared: “The school has invested in spacious facilities. Currently, the children have new classrooms to study; the school playground has also been expanded.”
Before submitting to the People's Council a resolution to adjust and supplement capital sources, the specialized department coordinates with the People's Committees of communes and units in charge of national target programs to carefully review the implementation status and disbursement results.
With decentralization and delegation of authority, up to now, Muong Khuong has disbursed public investment capital reaching 65% of the plan, the locality with the highest disbursement rate in the province.
Mr. To Viet Thanh, Vice Chairman of Muong Khuong District People's Committee said: "Ensure the proposed implementation progress, proactively restructure capital sources. Departments, offices, units, civil servants from district to commune level must enhance their sense of responsibility, dare to think, dare to do, dare to propose content suitable to the actual situation in the locality".
Allowing the implementation of a decentralization mechanism in the management and implementation of national target programs has promoted the proactive spirit in the work of specialized agencies in performing their tasks, speeding up the disbursement of public investment capital.
