Effectiveness of implementing ethnic policies

STO - Soc Trang currently has 27 ethnic minorities living with a total of 424,914 people, accounting for more than 35% of the province's population. In recent years, the province has performed well in state management of ethnic affairs. Thanks to that, programs and policies for ethnic minority areas have been fully, promptly and effectively implemented.

With the attention and investment of the Central Government and the province, ethnic policies in the province have been implemented and promoted effectively. Since then, the material and spiritual life of the people has gradually improved.

The family of Mrs. Huynh Thi Duol in Bung Chong hamlet, Tai Van commune, Tran De district is in difficult circumstances. Although they have tried to save money with the hope of having enough money to rebuild their dilapidated house for a long time, after many years, that has not been possible. When she received financial support to build houses for poor households from the National Target Program for Socio -Economic Development of Ethnic Minority Areas, Mrs. Duol was so excited that she could not sleep because her family's long-standing dream had come true.

Inside the solid wall house with an area of ​​over 36 square meters built with financial support, Ms. Duol emotionally said: “The cost of building the house was 67 million VND, of which the State supported me with more than 40 million VND, the rest was contributed by my family. Back then, on rainy nights when the house leaked, my family did not dare to sleep, just huddled together and stayed awake. Thanks to the State's support, now we live in peace, trying to do business to rise up.”

As a province with a large ethnic minority population, policies on socio-economic development in ethnic minority areas have been and are being implemented by the Party Committee and the government. In particular, the National Target Program on Socio-Economic Development in Ethnic Minority Areas in Soc Trang province has brought about positive results. In the period of 2022 - 2024, the province has resolutely and synchronously implemented the components, sub-projects and projects of the program. As of March 31, 2024, the province has supported residential land for 249 households, housing for nearly 2,000 households, job conversion for 4,607 households, and distributed domestic water for 958 households. Along with that, production models, clean water works and rural traffic works have also been actively implemented, bringing many benefits to people in ethnic minority areas.

Sustainable poverty reduction and income improvement for ethnic minorities are also key tasks in the province's ethnic work in the period of 2019 - 2024. Over the past 5 years, thousands of poor and near-poor households have benefited from poverty reduction policies to develop the economy, escape poverty and get rich right in their homeland. The most basic issues for poor households such as vocational training, job placement, support for study costs for students, etc. have been resolved promptly and in accordance with regulations. By the end of 2023, the province had reduced the number of poor ethnic minority households by 6,545. If in 2021 there were 10,661 poor households of ethnic minorities, by the end of 2023, it had decreased to 4,116 households.

One of the outstanding results in the past 5 years for the life of ethnic minorities in the province is that the socio-economic infrastructure system has been strengthened, irrigation works, schools, medical stations... have been invested in, basically meeting the production and social life needs of the people. In Tran De district, where nearly 50% of the population is Khmer, the system of bridges, roads, and rural traffic has become increasingly spacious and solid. Many completed and put into use social welfare works have brought about practical results, contributing to promoting socio-economic development, changing the face of the countryside.

Mr. Thach Soi, Hoi Trung hamlet, Lich Hoi Thuong town, excitedly said: “The Party and the State are very concerned about the lives of the people, especially ethnic minorities. Previously, many roads were only about 2m wide, now they have been widened to 3m, we strongly support and donate land to the State to build roads to make travel and trade of goods more convenient”.

According to the report, in the period of 2019 - 2024, the province invested in the construction of 399 works, including 350 rural roads, 6 irrigation works, 41 community houses, 1 educational work, 1 commune-level People's Committee headquarters and maintained 207 works, mainly focusing on roads and community houses with a total capital of over 327,414 billion VND.

According to comrade Lam Hoang Mau - Deputy Head of the Provincial Ethnic Committee, the Party Committees and authorities at all levels have paid great attention to leading and directing ethnic affairs and the implementation of ethnic policies, especially the three national target programs, thanks to which positive results have been achieved. The rural appearance in ethnic minority communes has improved, meeting the needs of people for material and spiritual life, the production capacity of ethnic minorities has also been gradually improved, forming effective business models.

The implementation of ethnic programs, projects and policies in Soc Trang province has created clear changes in all aspects, changing the face of ethnic minority areas and improving people's lives. Thereby contributing to shortening the gap between localities, strengthening the trust of ethnic minorities in the leadership of the Party and the management of the State. That is also the motivation for the ethnic people of Soc Trang province to be determined to successfully implement the goals set by the 4th Congress of Ethnic Minorities of Soc Trang province in the period of 2024 - 2029, as well as continue to effectively implement the policies of the Party and State towards ethnic minorities, contributing to building the homeland to develop more and more rapidly, comprehensively and sustainably.
