The National Assembly issued Resolution No. 198/2025/QH15 on a number of special mechanisms and policies for private economic development.

In particular, regarding the principles of inspection, examination, licensing, certification, competition and access to resources for enterprises, business households and individual businesses, the resolution clearly states:

The number of inspections for each enterprise, business household, or individual business (if any) must not exceed once a year, except in cases where there are clear signs of violations.

The number of inspections at enterprises, business households, and individual businesses (if any), including inter-sectoral inspections, must not exceed once a year, except in cases where there are clear signs of violations.

For the same state management content, if an inspection has been conducted, no inspection activities shall be carried out, or if an inspection has been conducted, no inspection activities shall be carried out for enterprises, business households, or business individuals in the same year, except in cases where there are clear signs of violations.

Inspection and examination plans and conclusions for enterprises, business households and individual businesses must be made public in accordance with the provisions of law.

Strictly handle acts of abuse and taking advantage of inspection and examination to harass and cause difficulties for businesses, business households and individual businesses.

Promote the application of digital technology in inspection and examination activities for enterprises, business households and individual businesses. Prioritize remote inspection and examination based on electronic data; reduce direct inspections and examinations at the facility.

Exempt from physical inspection if enterprises, business households and business individuals comply with the provisions of law.

Perfecting the legal system, removing barriers to market access, ensuring a business environment that is open, transparent, clear, consistent, long-term stable, easy to comply with, and low cost.

Strongly shift from pre-inspection to post-inspection in conjunction with improving the effectiveness and efficiency of inspection and supervision. Shift the management of business conditions from licensing and certification to publishing business conditions and post-inspection, except for a few areas that are required to carry out licensing procedures according to international regulations and practices.

No discrimination between economic entities in mobilizing, allocating and using capital, land, resources, assets, technology, human resources, data and other resources.

Strictly handle according to the provisions of law acts that restrict competition, unfair competition, abuse of dominant position and abuse of monopoly position.

"Media agencies, press, organizations and individuals are strictly prohibited from harassing, negative acts, providing false and inaccurate information, affecting businesses, entrepreneurs, business households and business individuals," the Resolution clearly states.
