(MPI) - In Decision No. 1422/QD-TTg dated November 19, 2024 on promulgating the National Plan for Climate Change Adaptation for the 2021-2030 period, with a vision to 2050 (updated), the Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate with relevant agencies to review and synthesize investment projects into the medium-term public investment plan according to the stages based on the project list proposed by ministries, central and local agencies to submit to competent authorities in accordance with the provisions of the Law on Public Investment and documents guiding the implementation of the Law on Public Investment.

At the same time, take the lead in developing mechanisms and policies and implementing activities to support and attract investment to promote resource mobilization for climate change adaptation activities in accordance with assigned functions and tasks.

The plan sets out the overall objective of reducing vulnerability and risks to the negative impacts of climate change through enhancing the resilience and adaptive capacity of natural, economic and social systems, minimizing loss and damage caused by climate change; promoting the integration of climate change adaptation into strategies and planning.

Specific objectives: Enhance the resilience and adaptive capacity of natural, economic and social systems, ensure sustainable livelihoods; enhance capacity and awareness to be ready to adjust to climate change; Reduce disaster risks, minimize damage caused by increasing natural disasters and extreme climate, contributing to minimizing loss and damage caused by climate change.

Perfecting institutions, promoting potential and resources to effectively adapt to climate change and promoting the integration of climate change adaptation into strategies and planning.

To achieve the set objectives, the Plan sets out tasks and solutions such as enhancing the resilience and adaptive capacity of natural, economic and social systems, ensuring sustainable livelihoods. Accordingly, enhancing the resilience and adaptive capacity of natural, economic and social systems, ensuring sustainable livelihoods through investment in climate change adaptation activities to effectively use and prevent resource depletion and degradation; developing smart agriculture , adapting to climate change; protecting and developing forests and ecosystems; developing infrastructure systems; strengthening the health and healthcare systems; ensuring social security and gender equality.

At the same time, reduce disaster risks, reduce damage caused by natural disasters and increased extreme weather, contributing to minimizing losses and damage caused by climate change. Implement solutions to enhance forecasting and early warning capacity for natural disasters and extreme weather and climate conditions; improve climate risk assessment and management; implement solutions to reduce disaster risks, minimize losses and damage caused by short-term, medium-term and long-term impacts of climate change, and be ready to respond to increased natural disasters and extreme weather.

Improve institutions, promote potentials and resources to effectively adapt to climate change. Strengthen state management of climate change, improve institutions and policies and promote the integration of climate change adaptation into strategies and planning; promote mutually beneficial climate change adaptation activities, raise awareness and community participation in climate change adaptation activities through communication, training, enhance scientific research and technology development, mobilize financial resources, investment and international cooperation activities to respond to climate change.

Mobilize financial resources and invest in climate change adaptation. Accordingly, prioritize the allocation of investment resources from the state budget or use of support sources, non-refundable aid, ODA capital, and preferential loans to implement the construction of climate change adaptation works and projects that have co-benefits for socio-economic development and greenhouse gas emission reduction; Review and improve mechanisms and policies to attract investment capital flows for climate change adaptation.

Proactively access and mobilize international support capital for climate change adaptation, especially financial mechanisms within the framework of the United Nations Framework Convention on Climate Change such as the Green Climate Fund, Adaptation Fund, Loss and Damage Fund; Attract the participation of the private sector and social organizations in research and implementation of climate change adaptation activities, including: adjusting operations and supply chains to minimize the impact of climate change; investing in implementing climate change adaptation activities under the public-private partnership and international cooperation methods; providing new adaptation solutions and expanding the scale.

Promote international cooperation in responding to climate change: Fully implement national obligations to participate in the United Nations Framework Convention on Climate Change, the Paris Agreement on Climate Change and other relevant international treaties to which Vietnam is a member, contributing to responding to global climate change; Periodically update and implement the Nationally Determined Contribution and national reports on climate change; proactively propose new ideas and initiatives and actively participate in international mechanisms and initiatives to which Vietnam is a member.

Strengthen international cooperation with countries, multilateral organizations, and financial institutions to exchange information, share experiences, knowledge, management skills, and mobilize resources for climate change adaptation on the basis of equality, cooperation, and mutual benefit; Promote cooperation in research, application of science and technology in implementing solutions to adapt to climate change and rising sea levels; forecast and warn of natural disasters; and solutions to respond to cross-border impacts.

Strengthen the capacity of national agencies to become accredited implementing agencies for the Green Climate Fund, Adaptation Fund, Loss and Damage Fund and other funds./.
