The content of the announcement stated: On behalf of the Government, the Inspection Team acknowledged and commended the Ministry of Construction , ministries, branches, localities, investors, and construction contractors for actively implementing their tasks, having many drastic and creative solutions in resolving existing problems and difficulties, and speeding up the progress of projects.
After nearly 3 months since the previous inspection, the agencies have completed a huge amount of work, most of the difficulties and obstacles have been resolved such as basically completing the site clearance for projects in the provinces and cities of Da Nang , Binh Dinh, Phu Yen; increasing the capacity of Truong Ban quarry for the Hoa Lien - Tuy Loan project; increasing the capacity of My Trang and Van Ly quarries and adding Pho Phong quarry for the Quang Ngai - Hoai Nhon project...
The Deputy Prime Minister affirmed that the problems and delays in some projects are not large, mainly due to objective reasons related to site clearance. The inspection team believes that with the determination and efforts of agencies and units, the projects will be completed and put into operation in 2025 as set out, including many sections that can be inaugurated on August 19, 2025, the 80th anniversary of the August Revolution and National Day September 2. The Ministry of Construction reviewed and selected a number of projects to organize inauguration ceremonies on the above anniversaries in accordance with the direction of the Prime Minister in Official Dispatch No. 57/CD-TTg dated May 5, 2025.

The Ministry of Construction strengthens inspection, supervision, and directs investors and contractors to increase human resources, equipment, proactively gather supplies, materials, financial resources, etc., organize construction in 3 shifts, 4 teams, and work on days off and holidays to complete the project according to the committed schedule; note that quality, environmental sanitation, and labor safety must be ensured in accordance with regulations, and that progress must not be ignored or shortened, technological procedures and processes must not be shortened, and materials that do not meet standards, environmental sanitation, or labor safety must be lost at the construction site....
Review and accelerate the implementation of the system of rest stops, traffic monitoring systems, toll collection, vehicle load control, ensuring that when put into operation, projects must be synchronous, of high quality, aesthetically pleasing, worthy of being typical works and projects of the transport sector, meeting the needs and expectations of the people and society.
The Ministry of Finance and the Ministry of Construction review the allocated capital sources, acceptance procedures, and payment procedures of projects to create the most favorable financial resources for contractors to implement projects.
The Deputy Prime Minister requested ministries, branches, agencies and localities to consider this a top important political task, requiring the drastic and synchronous participation of the entire political system; proactively upholding personal responsibility, responsibility to the collective, putting national interests first, meeting the expectations of the people and the business community.
The Ministry of Construction, as both the standing agency of the Inspection Team and the project management agency, continues to direct, monitor, and coordinate with the Government Office to urge assigned tasks, promptly synthesize and report to competent authorities to resolve difficulties and problems, ensuring that all 4 projects are completed in 2025 according to the set goals.
