After nearly 6 months of implementation, with the drastic participation of the entire political system, the Program to eliminate temporary and dilapidated houses in Khanh Hoa has been completed according to its target. - The program to eliminate temporary and dilapidated houses has profound humanitarian significance, demonstrating concern and care for the disadvantaged and the spirit of national solidarity. Could you please tell us how it is directed and implemented in the province?

- On October 5, 2024, the Prime Minister launched the "Program to support the elimination of temporary and dilapidated houses nationwide" to eliminate more than 153,000 houses outside the budget, continuing the emulation movement "Joining hands to eliminate temporary and dilapidated houses" in 2025. This is a major political task and policy of great significance and profound humanity of the Party and State, contributing to bringing the country into a new era.

In Khanh Hoa , immediately after the Government launched the program, the Provincial Party Committee Standing Committee issued many documents with close guidance; established a Provincial Steering Committee with the Provincial Party Committee Secretary as Head, the Provincial People's Committee Chairman and the Provincial Vietnam Fatherland Front Committee Chairman as Standing Deputy Heads; assigned specific tasks to each member. 100% of districts, towns, cities and communes, wards and townships established grassroots Steering Committees, implemented synchronously, determined to complete before April 30, 2025, making achievements to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).

The Vietnam Fatherland Front Committee of the province coordinates with the Department of Labor, War Invalids and Social Affairs (now the poverty reduction function is transferred to the Department of Agriculture and Environment) to guide the Vietnam Fatherland Front Committees at all levels, coordinate with the media to promote propaganda, issue documents guiding the review process, prepare records for house repair and construction; publicize the support list at the headquarters of the People's Committees of communes, wards and towns. The review work ensures consistency, accuracy, and correct targets, creating consensus and excitement among the people, especially in mountainous, remote and isolated areas.

- What results has the program achieved so far, madam?

- Through review, by the time of program implementation, the whole province had 1,326 households eligible for support, of which 462 new houses were built and 864 houses were repaired. The total cost was more than 53.6 billion VND; the support level for new construction was 60 million VND/house, and for repair was 30 million VND/house. The province set a goal of completing before April 30, 2025, earlier than the deadline assigned by the Government (October 30, 2025). Thanks to the strong direction of the provincial leaders, 797 houses subject to repair were completed before Tet 2025. After Tet, the whole province urgently deployed the construction of 462 new houses and completed the repair of the remaining 67 houses. Up to this point, Khanh Hoa province has completely eliminated temporary and dilapidated houses for eligible households with a total cost of more than 65.3 billion VND; of which the provincial "For the Poor" Fund is over 53.6 billion VND, and families have contributed over 11.7 billion VND. During the implementation process, all levels, sectors, and localities closely followed the progress, checked the quality, and promptly resolved problems. All projects met the "3 hard" standards, with a minimum area of ​​30m², a lifespan of over 20 years, and met the basic living needs of the people.

- The implementation of the program has received a lot of attention, cooperation, support and contributions from organizations, businesses, philanthropists and Fatherland Fronts at all levels, associations, unions and local authorities. Could you please tell us more about this issue?

- To have resources for implementation, from the beginning of 2024, the Provincial "For the Poor" Fund Mobilization Committee organized a launching ceremony to support and call on the whole society to join hands to implement the program. At the ceremony, agencies, businesses, religious organizations and people donated more than 72 billion VND to the Provincial "For the Poor" Fund and to eliminate temporary and dilapidated houses. Typically, KN Cam Ranh Company Limited donated 30 billion VND; Phu Khanh Petroleum Company donated 5.04 billion VND; Vingroup Corporation, Sun Group Corporation, Vietnam Joint Stock Commercial Bank for Foreign Trade (Vietcombank) - Khanh Hoa Branch, Saigon Thuong Tin Commercial Joint Stock Bank (Sacombank) - Khanh Hoa Branch, each donated 5 billion VND; Vietnam Joint Stock Commercial Bank for Investment and Development - Khanh Hoa Branch donated 4.98 billion VND; Vietnam Bank for Agriculture and Rural Development - Khanh Hoa Branch donated 5.1 billion VND; Vietnam Joint Stock Commercial Bank for Industry and Trade - Khanh Hoa Branch donated 4.98 billion VND... The provincial Vietnam Fatherland Front Committee has transferred 100% of the funds to the localities. to implement. In addition, many localities mobilized additional funds, materials, and labor from the community, contributing to making the houses more spacious and complete.

- Madam, up to this point, the program has been basically completed, but in reality, there are still some households facing housing difficulties. So what is the direction of the Steering Committee in general and the Front in particular to support these households?

- Recently, at the 3rd meeting of the Steering Committee for Eliminating Temporary and Dilapidated Houses, Provincial Party Secretary Nghiem Xuan Thanh assigned the Provincial Vietnam Fatherland Front Committee, the Department of Agriculture and Environment and localities to continue reviewing poor households and extremely disadvantaged households that are not eligible for benefits. On that basis, research and propose appropriate support solutions, promote mobilization of additional resources, expand flexible and creative forms of assistance. In the coming time, the Provincial Vietnam Fatherland Front Committee will coordinate with relevant units to direct the grassroots to urgently review, make a specific list, and report to the Steering Committee for timely support, gradually improving the quality of life for the people.
