Complete the Project on digital transformation of construction activities before October 31, 2025

The Government Office has just issued Document No. 9766/VPCP-CN dated October 10, 2025, conveying the direction of Deputy Prime Minister Tran Hong Ha on the Digital Transformation Project in construction, management and exploitation of construction infrastructure (Project).

Specifically, the Deputy Prime Minister assigned the Ministry of Construction to preside over and coordinate with the Ministries of Public Security, Justice, Science and Technology, Finance, Agriculture and Environment and relevant agencies to review the draft Project and report to the Prime Minister before October 31, 2025, noting that the tasks and solutions must ensure the "6 clear" requirements (clear people, clear work, clear authority, clear responsibility, clear time, clear products).

At the same time, review and carefully evaluate the impact on the cost of implementing the Project. Clarify specific mechanisms to standardize data inputs; build a national construction information model data warehouse; clarify the governance mechanism when data is collected and shared, classify data to determine the authority and level of data exploitation; stipulate the responsibilities of subjects for the accuracy and quality of data; inter-sectoral coordination mechanism (processes, coordination methods, etc.) on the digital platform.

In addition, the study decentralizes the Minister of Construction to adjust and supplement issues related to general objectives, implementation costs and detailed changes of a specialized nature (after reaching agreement with relevant ministries and agencies).
