Improving educational infrastructure in border areas.

Following the Party's major policy on developing education in border areas, Dong Nai city is focusing on improving school infrastructure in a synchronized and modern manner.

This is a crucial political task aimed at ensuring equitable access to education, laying the foundation for human resource development, maintaining social security, and fostering public support in border areas.

Investing in the future in impoverished communities.

Bu Gia Map is a border commune, a remote and isolated area inhabited by ethnic minorities, with over 75% of its population being ethnic minorities. In recent years, due to difficult economic conditions, the infrastructure of the education sector has not received adequate investment.

In implementing the "Investment and comprehensive development of teaching and learning quality in eight border communes until 2030, with a vision to 2045" project of Dong Nai city, Bu Gia Map commune has been allocated funds for infrastructure investment and equipment procurement to meet teaching and learning needs.

According to Tran Quang Binh, Vice Chairman of the People's Committee of Bu Gia Map commune: Due to a low starting point, some schools and school branches still lack facilities for lunch and rest rooms for boarding students; lack some teaching equipment and office equipment; lack teachers for specialized subjects, and support staff… The city and local authorities have allocated resources to build facilities, purchase equipment; plan to supplement teachers and educational staff; and allocate funds to support lunch for students in border areas, especially ethnic minority students.

Dak A Primary School has 22 classrooms with 409 students, of which ethnic minorities account for over 78.7%. Currently, the school only has 7,000 , so many facilities such as the sports field, multi-purpose hall, and common area are still lacking.

Ms. Do Thi Lich, Principal of Dak A Primary School, said: "The school is currently receiving investment for 12 classrooms, which, upon completion, will ensure adequate facilities to implement the 2018 general education program. In addition, the local authorities are considering investing in auxiliary facilities such as a canteen for boarding students, restrooms, a multi-purpose hall, and a playground… This demonstrates the great attention given by the Party, the State, and the Bu Gia Map commune government to education, especially in areas with a large ethnic minority population like Dak A Primary School."

Accelerate the synchronization of schools in border areas.

In implementing the Politburo's Notice of Conclusion on the policy of investing in school construction for border communes (Notice No. 81-TB/TW dated July 18, 2025), Dong Nai has developed and implemented a Project for Comprehensive Investment and Development of Teaching and Learning Quality in eight border communes until 2030, with a vision to 2045.

According to the Director of the Department of Education and Training, Truong Thi Kim Hue, in the period 2025-2027, the city will allocate more than 1,000 billion VND to invest in schools in eight border communes, focusing on synchronization and modernization, while emphasizing teacher training and development, application of information technology, and digital transformation.

In 2025 alone, Dong Nai province allocated 99.32 billion VND to five communes (Loc Thanh commune: 28.95 billion VND; Loc Tan commune: 22.91 billion VND; Thien Hung commune: 25.3 billion VND; Tan Tien commune: 11.42 billion VND; and Dak O commune: 10.74 billion VND) to invest in the construction of eight additional schools. On the construction sites, the contractors are mobilizing maximum manpower and dividing into multiple teams to accelerate progress.

For example, at the project to build boarding rooms, a canteen, a kitchen, and auxiliary facilities at Loc Thien Primary and Secondary School (Loc Thanh commune, Dong Nai city), with a total investment of nearly 11 billion VND, the project is now more than 50% complete and will be handed over at the end of July. Mr. Mai Van Hiep, the project manager, said: “The unit has mobilized additional workers and is striving to complete and hand over the project before July 31st.”

Ms. Nguyen Thi Hue, Deputy Principal of Loc Thinh Primary and Secondary School, said: “According to our survey, over 80% of parents want their children to have lunch at school in the next academic year. If the construction unit delivers the project as promised, the school will have more time to arrange lunch for students in the next academic year.”

Good facilities play a significant role in creating a safe learning environment, contributing to improving the quality of education in schools.

The process of investing in and constructing schools in border areas is facing some difficulties. According to the leaders of the City Department of Education and Training, expanding the scale of schools is encountering obstacles in the compensation and land clearance process because most schools are located within residential areas.

Furthermore, the organization of boarding school programs is still facing difficulties due to a lack of experience, the absence of designated lunchtime rest areas, and the commune's inability to allocate funds for providing lunch for students as stipulated in Decree No. 339/2025/ND-CP. The reorganization of small-scale schools and scattered school locations has not yielded significant results due to a lack of parental consensus.

Comrade Huynh Thi Hang, Deputy Secretary of the Dong Nai City Party Committee, stated: In the coming time, the locality will complete the educational infrastructure for border communes, prioritizing resources for land planning to serve school construction with an area of ​​50,000 square meters or more. The locality will also focus on building schools that meet standards and are intended for long-term use.
