Perfecting the institution for agricultural, farmer and rural development

Nationwide, 79.3% of communes have met the new rural standards (nearly reaching the target of 80% for the whole period); the rate of communes meeting the advanced new rural standards is 42.4%, 5 times higher than at the beginning of the term; the rate of model new rural communes is 12.3%, 17 times higher than in 2021... The appearance of rural areas has changed dramatically. Regarding the poverty reduction program, the national poverty rate has decreased to 1.93%, an average decrease of more than 1%/year. More than 10,500 livelihood models have been implemented, 10 times higher than the plan; over 134,000 poor and near-poor workers have been connected to the job market.

According to the leader of the Ministry of Agriculture and Environment , the results of the implementation of the two programs have contributed to significantly improving people's lives, especially in difficult areas; affirming the correct policies of the Party and State, which have received high consensus from the people.

At the Conference, Prime Minister Pham Minh Chinh highly appreciated the results achieved by the two programs and emphasized: This is a testament to the superiority of our regime, clearly demonstrating the leadership role of the Party, the strong direction of the Government and the consensus and participation of the entire people. In the period of 2026 - 2035, the Prime Minister requested to integrate target programs into a unified socio -economic development, clearly establishing 6 factors: "Clear people, clear work, clear time, clear responsibility, clear products, clear authority".

The Prime Minister also called on farmers to be pioneers in getting rich, pioneers in escaping poverty, competing to get rich from their hands, minds, land, sky, and sea; at the same time, he requested the press and media to continue to spread advanced examples, contributing to the comprehensive, sustainable, humane and modern development of rural Vietnam. The goal by 2030 is for the average income per capita in rural areas to increase at least 2.5 times compared to 2020; by 2035, the multidimensional poverty rate will fall below 1%. And how to make farmers truly feel the results "not empty words, empty promises".

With the above goals and orientations, the next phase of the program needs to promote resources for comprehensive and sustainable development, with people as the main subject and driving force... The two programs of NTM and poverty reduction will be closely integrated, becoming the foundation for building a modern, green, clean, beautiful, connected and happy countryside. Digital transformation, science, technology and innovation play a key role in changing the face of the countryside.

On the other hand, the organizational mechanism will also be clearly divided into roles: the Central Government issues criteria and allocates resources according to results; localities flexibly implement according to actual conditions; people and businesses directly participate and benefit. In particular, we will continue to perfect the institution for agricultural, farmer and rural development, with farmers as the center; develop strategic infrastructure, including digital infrastructure, transportation, education, healthcare, culture; build a team of civilized farmers, master technology and digital transformation; diversify products, agricultural markets, etc. The results of the two national target programs in the past time make us believe that the goals in the next phase will definitely be achieved soon.
