(HBĐT) - Continuing the working program of the 5th session of the 15th National Assembly, on the morning of May 25, the National Assembly discussed in groups the additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023; the practice of thrift and anti-waste in 2022; approval of the 2021 state budget settlement; the adjustment of the investment policy of the Ka Pet reservoir project, Ham Thuan Nam district, Binh Thuan province; the decision on the investment policy of the traffic project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa province - connecting with Lam Dong and Ninh Thuan provinces; the assignment of the list and capital level for tasks and projects under the Socio-economic Recovery and Development Program; Assign, adjust and supplement the medium-term public investment plan of central budget capital for the period 2021-2025 and allocate the central budget capital investment plan in 2023 of the national target program; continue to implement the policy of reducing value added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022; policy of investing in additional charter capital for the Bank for Agriculture and Rural Development of Vietnam.

The National Assembly delegation of Hoa Binh province participated in the discussion with the delegations of Yen Bai, Khanh Hoa, and Binh Phuoc .
Speaking at the discussion, delegate Dang Bich Ngoc, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Hoa Binh province, expressed his high agreement with the Government's report, the Economic Committee's verification report as well as the contents of the report synthesizing voters' opinions of the Central Committee of the Vietnam Fatherland Front. He said that these reports have deeply and truthfully assessed the country's socio-economic development situation in 2022 and the first months of 2023.
According to the delegate, the report also clearly showed the difficulties and challenges caused by the impact of the world situation, the prolonged consequences of the Covid-19 pandemic are still relatively severe. In that context, the Government, the Prime Minister and the central ministries and branches have been proactive, creative, resolute and flexible in management with many specific and practical solutions, helping the country overcome difficulties and challenges, gradually achieving many important results. The macro economy has maintained stability, people's lives have been guaranteed, voters and people nationwide have great confidence in the leadership and management of the State.
Delegate Dang Bich Ngoc emphasized that the socio-economic situation in the last months of 2023 still has many challenges and unpredictable developments. Delegates agreed with a number of contents submitted by the Government to the National Assembly in this session, including continuing to reduce value-added tax by 2% according to Resolution 43/2022/QH15 dated January 11, 2022 of the National Assembly, which can be extended for 1 year to promote the effectiveness of the policy; supplementing the charter capital of the Vietnam Bank for Agriculture and Rural Development to contribute to better meeting the credit capital needs of the economy. The delegates proposed that the Government direct central ministries and branches to continue to guide the remaining contents in the implementation of the 3 National Target Programs, especially the Socio-Economic Development Program for Ethnic Minority Areas to ensure the progress and quality of the program, create unity in implementation in the provinces, create conditions for directing and integrating the implementation of the programs to create consensus and efficiency, avoid fragmentation and waste of resources. At the same time, they suggested that the Government continue to pay attention to allocating resources for social security work, have policies to support home buying, build institutions in industrial parks, support and help workers overcome difficulties, stabilize their lives soon and work with peace of mind. The Ministry of Transport should soon direct, guide and assist the provinces in reopening inspection centers to facilitate people.
Speaking at the meeting, delegate Nguyen Thi Phu Ha, Vice Chairwoman of the National Assembly's Finance and Budget Committee, proposed that the Government implement flexible fiscal policies, coordinate synchronously with monetary policies to support production and business development; strengthen financial discipline, promote the role and responsibility of collectives and individual leaders; have effective solutions to promote production and business, remove difficulties for enterprises, improve the investment and business environment; at the same time, the Government's proposal to the National Assembly to approve special mechanisms applicable to the Project, which is to assign the People's Committee of Khanh Hoa province to decide on investment and organize the implementation of the traffic project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong and Ninh Thuan according to the order, procedures, and authority to implement Group A projects managed by the provincial level is not in accordance with the provisions of the Law on Public Investment.
Contributing opinions at the meeting, regarding the assignment, adjustment and supplementation of the medium-term public investment plan of the central budget for the period 2021-2025, delegate Hoang Duc Chinh, Deputy Head of the Provincial Delegation of National Assembly Deputies, said that most of the tasks and projects under the Program for socio-economic recovery and development are newly started projects, so it is difficult to disburse all the capital when assigned in 2023 according to the provisions of Resolution No. 43/2022/QH15 of the National Assembly; especially traffic projects related to the conversion of forest and rice land use purposes must seek the Government's approval, proposing that the National Assembly consider extending the capital disbursement period to 2024 for tasks and projects under the Program to ensure feasibility. At the same time, to ensure the progress of project implementation in the Medium-Term Public Investment Plan for the period 2021-2025 and the following years, it is recommended that the Government study and promptly submit to the National Assembly a pilot project to separate the content of site clearance and resettlement from the investment project, contributing to removing obstacles and speeding up project implementation progress, especially national key projects.
Agreeing with the viewpoint of promptly removing difficulties and obstacles in public investment disbursement, delegate Nguyen Cao Son proposed that the National Assembly allow a pilot project to assign localities as the competent authorities to invest in and upgrade national highways and expressways under local management in order to promote the effective use of state budget capital, and to unblock resources from the central to local levels; pilot a mechanism to assign the Prime Minister to decide on issues related to the scope of two or more provincial-level administrative units in the investment and construction of road traffic works through many localities and allow localities to use their local budgets to support other localities to jointly implement an investment project. At the same time, to facilitate the attraction of non-state budget investment capital under the PPP method, in the case of projects passing through difficult or extremely difficult areas and passing through areas where the need for site clearance accounts for a large proportion of the total investment. Delegate Nguyen Cao Son proposed that the National Assembly allow a special mechanism to increase the level of state capital participation to more than 50% of the total project investment.
