“Vietnam has made significant progress this year in building a strong Comprehensive Strategic Partnership (CSP) with four key countries of the Association of Southeast Asian Nations (ASEAN), namely Thailand, Indonesia, Singapore and Malaysia.”
This is the opinion of Thai scholar Kavi Chongkittavorn in an article published in the Bangkok Post, emphasizing that this achievement reflects Vietnam's growing confidence and political influence, under the leadership of General Secretary To Lam.
According to a VNA correspondent in Bangkok, Mr. Kavi stated that under the new leadership, Vietnam aims to become a “bridge between influential actors” in the region and enhance its role in shaping regional norms, economy and security.
This strategy allows Vietnam to maintain strategic autonomy in the face of challenges.
Thai scholars assess that with a long history of relations with major powers, Vietnam is very skillful in handling complex situations and has flexibly applied its foreign policy over the years.
For example, Vietnam has been very proactive, being the first country in ASEAN to initiate discussions on tariff exemptions with the US when President Donald Trump imposed tariff policies worldwide.
Domestically, General Secretary To Lam has adopted local policies and targets that are aligned with international strategies. Domestic legal reforms aim to strengthen governance, promote efficiency and transparency, and improve public services.
Several other Thai scholars are also impressed with Vietnam's fight against corruption and civil service reform process.
The online newspaper “The Standard” quoted the opinion of Associate Professor-PhD Piti Srisangnam, Executive Director of the ASEAN Foundation and lecturer at the Faculty of Economics, Chulalongkorn University, saying that General Secretary To Lam has continued to promote the anti-corruption campaign, initiated under the late General Secretary Nguyen Phu Trong.
The article also quoted Associate Professor-PhD Thananan Boonwanna, lecturer at the Faculty of Social Sciences and Humanities, Khon Kaen University and an expert on Vietnamese history, saying that this unprecedented major administrative reform in Vietnam, under the leadership of General Secretary To Lam, is in line with Vietnam's vision of becoming a high-income country by 2045.
Mr. Thananan assessed that the political image of modern Vietnam, both domestically and internationally, is becoming clearer and more prominent than ever. Vietnam has a clear reform strategy, which is being actively promoted and implemented, reflecting the desire for substantive change.
Reporting on the Vietnamese National Assembly's approval of the Law on Organization of Local Government (amended) on June 16, switching to a two-tier local government model, Thai media commented that this move, within the framework of Vietnam's comprehensive national reform, will contribute to helping Vietnam achieve rapid, stable and sustainable development, towards the goal of becoming a developing country with an upper middle income by 2030./.
