"To ensure the safety of students and teachers, the Department of Education and Training requests that units let students take a day off on October 6 (Monday) and switch from in-person teaching to online teaching while continuing to monitor weather developments in the following days to promptly and flexibly handle situations in teaching and learning," the document stated.
The Department of Education and Training also requires educational institutions to regularly update information and promptly report difficulties and problems.
Previously, on the evening of October 3, the Hanoi Department of Education and Training sent a document to the People's Committees of wards and communes; units and schools under the Department requesting to proactively respond to storm Matmo. In particular, it requested units to proactively review and prepare plans based on weather conditions, deploy disaster response plans according to the "4 on-site" motto suitable to school conditions.

Units need to have plans and promptly move assets, machinery, equipment, tables, chairs, records, and books to safe places to minimize damage caused by storms.
For units and educational establishments with boarding students, the Hanoi Department of Education and Training recommends strict management of students; student movement must be closely coordinated between schools and families; adequate preparation of drinking water, food, and provisions to ensure the living needs of students staying at school during storms.

Faced with the developments of natural disasters, storms, floods, and epidemics, heads of educational institutions need to regularly monitor the situation, promptly adjust flexible teaching and learning plans, and choose appropriate forms; at the same time, proactively report to the People's Committees of wards and communes; relevant units and the Hanoi Department of Education and Training for coordination and direction.
The Department reminds schools to absolutely not organize extracurricular activities or collective activities, especially in places at risk of flooding and landslides.
Schools also need to establish communication channels with parents to manage students. After storms, schools proactively organize cleaning and disinfection, overcome flooding to ensure a safe environment for students and teachers.
