We are civil servants who have enjoyed regional allowances according to State regulations since 2005. However, after several years of enjoying the regime, from 2014 to 2023, due to changes in the allowance coefficient according to decisions of the Ethnic Committee and the Prime Minister , Cam Chinh commune had its regional allowance coefficient reduced from 0.2 to 0.1; the allowance regime for Cam Thuy commune was cut.
By 2021, according to Decision No. 861/QD-TTg of the Prime Minister, Cam Lo district will no longer have a commune eligible for regional allowances. Therefore, all civil servants of the two communes will no longer be eligible for this regime. However, according to Official Dispatch No. 1719 of the Department of Home Affairs in December 2023, the regulations on regional allowances are not affected by the above Decision 861. This means that we are still entitled to allowances according to the old regulations.
The regulations are like that, but from 2014 to 2023, dozens of civil servants and public employees of our two localities have not been fully paid the above regime according to the regulations. After reflecting the issue, journalist Le Truong of your newspaper actively researched and wrote an article "Need to soon pay regional allowances to cadres and teachers in disadvantaged communes" published in the print and electronic newspapers of Quang Tri Newspaper on March 28, 2025. Along with the article, the author actively urged local authorities, departments, branches, and professional offices at district and provincial levels to resolve the above regime.
With the active participation of Quang Tri Newspaper, the local government urgently reviewed, after only one month, Cam Lo District People's Committee issued a decision to allocate budget to pay the entire 7.3 billion VND of regional allowances that were missing from 2014 to 2023 for civil servants of Cam Chinh, Cam Nghia, Cam Thanh, Cam Tuyen, Cam Thuy communes and education officials in these communes. Up to now, all civil servants of our two communes have received full benefits according to regulations.
Therefore, we write this letter to express our gratitude and acknowledge the active and effective support of Quang Tri Newspaper in general and journalist Le Truong in particular for "speaking out" strongly and promptly about a policy that has a profound impact on the legal and legitimate rights of those working in difficult areas.
Regarding this issue, previously, Quang Tri newspaper published an article: "Need to pay regional allowances soon for cadres and teachers in disadvantaged communes" reflecting hundreds of subjects who are civil servants and education officials in Cam Chinh, Cam Nghia, Cam Thanh, Cam Tuyen and Cam Thuy communes who are eligible for regional allowances according to regulations since 2005. However, from 2014 to 2023, due to changes in the allowance coefficient according to regulations, local civil servants and officials have not been fully paid according to regulations.
After the reflection, the locality reviewed and found budget sources and up to now, the entire amount of 7.3 billion VND "owed" for regional allowances of civil servants and education officials of the above localities for 9 years has been paid.
