
Speaking with Nhan Dan Newspaper reporters before the Congress of Ca Mau Provincial Party Committee for the 2025-2030 term, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Ca Mau Province Pham Van Thieu shared about the contributions of the Provincial People's Council to the socio -economic development of Ca Mau in the 2020-2025 term, as well as the expectations and orientations for the next term with the motto "supervision to the end".
Three milestones for a tumultuous term
Reporter : Dear comrade, looking back at the 2020-2025 term with many changes, what strong marks has the Provincial People's Council left in accompanying the development of Ca Mau province?

Comrade Pham Van Thieu : The 2020-2025 term is a challenging period, but it is also the time when the People's Council of Ca Mau province clearly demonstrates its role as a local State power agency.
In the context of general difficulties, we have made constant efforts to ensure that each policy issued is based on reality and serves the interests of the people. If I had to choose the three most prominent marks, first of all, I think it is the timeliness in issuing policies for socio-economic recovery and development. When the Covid-19 pandemic struck, causing serious consequences, the Provincial People's Council took drastic action.
We quickly passed resolutions to support businesses, business households and workers. These policies are not only financial support but also spiritual medicine, helping disadvantaged people overcome the crisis.
At the same time, we identify public investment as an important lever, thereby prioritizing capital for major "bottlenecks" of the province such as: traffic infrastructure, irrigation and especially sea dyke erosion prevention, creating momentum for sustainable growth.

Next, it is to shape the key policies for agriculture , fisheries and climate change response. A series of important resolutions have been issued to develop key production models such as shrimp-rice, super-intensive shrimp and high-tech agriculture.
These decisions have contributed to firmly consolidating Ca Mau’s position as the “shrimp capital”. At the same time, resolutions on planning, protecting mangrove forests and preventing sea dyke erosion are fundamental solutions, demonstrating a long-term vision in protecting the environment and people’s livelihoods in the face of the challenges of climate change.

The final mark is the strong innovation and improvement of the effectiveness of questioning activities. During the past term, questioning activities at People's Council meetings have been really "hot", democratic and transparent. We do not avoid thorny issues that voters are concerned about such as the slow progress of projects, environmental pollution or the quality of public services in remote areas.
Through the questioning, the Provincial People's Council requested the People's Committee and relevant sectors to make specific commitments, have a clear roadmap for solutions and publicize the results. Thanks to that, many outstanding issues have been resolved, strengthening people's trust in the government apparatus.
To make the resolutions truly objective and guiding, the Provincial People's Council always maintains its role as a local state power agency, ensuring that the resolutions are the "framework" guiding the operations of the Provincial People's Committee, not just the legitimization of administrative decisions.

The value of a resolution is when it comes to life.
Reporter : Among the many resolutions that have been issued, which one has had the greatest impact, and are there any resolutions that have encountered difficulties in implementation and have not met expectations, comrade?
Comrade Pham Van Thieu : The true value of a People's Council resolution is only confirmed when it is put into practice. Looking back over the past 5 years, there are policies that have created strong ripple effects, but there are also policies that have faced challenges.
The resolution that left the deepest impression was probably the policy to support the development of shrimp-rice farming models and high-tech shrimp farming.
This is a breakthrough decision but also very "difficult" to implement, because it affects capital sources, credit mechanisms, infrastructure and especially long-standing production practices of the people.
However, when put into practice, the resolution has opened a sustainable direction for tens of thousands of households, helping them improve their income, reduce environmental risks, and at the same time strengthen the Ca Mau shrimp brand in the international market.

On the contrary, the resolution on developing tourism into a spearhead economic sector is something we are still struggling with because it has not achieved the expected results. Although it was carefully evaluated when issued, the implementation process has encountered many objective difficulties from the Covid-19 pandemic, the impact of climate change, and internal limitations in infrastructure and tourism products that are not attractive enough.
In such cases, the Provincial People's Council does not stand aside. We strengthen thematic supervision, organize direct dialogues, request relevant agencies to explain and propose solutions. For policies that are no longer suitable, we proactively request amendments and supplements. The ultimate goal is for resolutions to not remain on paper, but to truly become a driving force for development.

Expectations and priorities for the 2025-2030 term
Reporter: Monitoring activities are often considered a weakness. What has the People's Council of Ca Mau province done to improve the effectiveness and efficiency of this work and what will be the priorities for the next term, comrade?
Comrade Pham Van Thieu : We are well aware of the previous limitations of supervision work and have proactively innovated strongly. The Provincial People's Council determined that supervision does not stop at "raising issues and proposing solutions" but more importantly, must monitor, urge and re-supervise to the end.

To do that, we have clearly defined the reporting responsibilities of the People's Committee and departments and branches; publicized the monitoring results on mass media for voters and the press to follow, creating positive pressure from public opinion. Thanks to that, the rate of implementation of recommendations after monitoring has increased significantly, many outstanding issues have been resolved.
Towards the 2025-2030 term, the People's Council of Ca Mau province will continue to innovate in both legislative and supervisory aspects.

Regarding the issuance of resolutions, we will focus on quality over quantity, ensuring that each resolution is truly feasible and removes "bottlenecks" for development, especially in strategic areas such as transport infrastructure, digital transformation, and high-tech agriculture.
Regarding supervision work, we will strongly apply information technology, focus on hot issues that voters are interested in and resolutely implement the motto of "supervision to the end".

In addition, a top priority is to promote the role of People's Council delegates, enhance skills training and innovate methods of contacting voters so that each delegate is truly a "worthy representative of the voice of voters".
With these orientations, we believe that the People's Council of Ca Mau province will increasingly promote its role as a local state power agency, a reliable bridge between the thoughts and aspirations of voters and the management activities of the State, contributing to promoting Ca Mau's rapid and sustainable development.
