Also according to Ms. Nguyet, every year, the Provincial Women's Union has issued documents directing and guiding all levels of the Union to focus on improving the quality of entrustment activities in the Union system; implementing inspection and supervision of entrustment activities according to regulations; improving the quality of activities of savings and loan groups (TK&VV), maintaining quarterly group activities; reviewing, publicizing and confirming group members who are eligible for loans according to regulations; including the management of entrusted capital of the Vietnam Bank for Social Policies in the emulation criteria of the Union...
The Standing Committee of Hung Yen Provincial Party Committee and leaders of departments, branches, sectors and banks had a dialogue with cadres and women's union members about policies, including loans from social policy banks.
Over 10 years of implementing Directive No. 40-CT/TW of the Secretariat on strengthening the Party's leadership over social policy credit, the Women's Union at all levels in the province has promoted its role in creating conditions and supporting women, especially poor, near-poor and disadvantaged women's households, to have the opportunity to directly access favorable loan sources to invest in economic development, increase family income, improve the quality of life, escape poverty, contributing to reducing the rate of poor households according to the province's multidimensional criteria from 3.92% (in 2014) to 0.86% (in 2023); near-poor households from 3.32% (in 2014) to 1.34% (in 2023), actively contributing to the socio-economic development in the area and the National Target Program on New Rural Construction.
Through the entrustment activities, the Association has the conditions to better perform its function of caring for and protecting the legitimate and legal rights and interests of women. Up to now, the Women's Union at all levels has monitored and managed 12 lending programs of the VBSP. Regarding outstanding debt: by the end of August 2024, the total outstanding debt entrusted by the Women's Union at all levels in the province was 2,201 billion VND for 36,922 members to borrow (an increase of nearly 1,300 billion VND) compared to the end of December 2014); the collection of interest and savings deposits is carried out in accordance with regulations.

Regarding the consolidation of Savings and Credit Groups: The Women's Union at all levels has closely coordinated with the Vietnam Bank for Social Policies and local authorities to regularly consolidate, consolidate and improve the quality of activities of Savings and Credit Groups. Currently, the whole province has 1,178 Savings and Credit Groups. Regarding savings activities: Currently, 1,178/1,178 Savings and Credit Groups (100%) have savings activities, 100% of loan members participate in savings with an amount of over 75 billion VND.
The Women's Union at all levels actively guides the Savings and Credit Groups to do well in evaluating borrowers, urging borrowers to pay interest, repay principal and collect interest according to regulations, the rate of collecting interest on time every month is getting higher and higher. The rate of overdue debt has decreased every year and up to now the rate of overdue debt is 0.012%.
To help members and women use loans effectively, increase income, and improve the quality of life, in recent years, the Women's Union at all levels in the province has actively coordinated with functional sectors, companies, and enterprises to organize over 2,400 science and technology transfer classes on cultivation, animal husbandry, pest and disease control for crops and livestock, and post-harvest preservation of agricultural products... for over 180,000 women members to participate; build over 200 new science and technology transfer application models such as: High-quality rice model; green squash, pumpkin, and melon export model; soybean model; biosafety chicken farming model, super egg chicken; potato growing model; safe vegetable growing model in biological direction...; maintain and effectively develop 19 cooperatives and 30 cooperative groups in the fields of cultivation, animal husbandry, production, business, and services... with women participating in management; Support the construction of 95 models of start-up livelihood gardens under the Project to Support Women in Starting a Business for the period 2017 - 2025...
Through this activity, women have access to new scientific and technological information, and apply scientific advances to production and livestock farming, contributing to improving capital efficiency. As a result, 99.7% of households have used loans effectively. Since 2014, over 7,000 women have borrowed capital to escape poverty.

Ms. Chu Thi Bich Lan, Party Cell Secretary, Director of the Hung Yen Provincial Bank for Social Policies Branch, said: In recent years, the Women's Union of Hung Yen Province has been the unit that closely coordinated with the Hung Yen Provincial Bank for Social Policies Branch to achieve the 5 most effective results among socio-political organizations implementing the Trust Program with the Bank for Social Policies in the province, which are: Highest outstanding debt; highest savings balance; Largest number of Savings and Credit Groups; Largest number of borrowing households; Best quality of Savings and Credit Group activities.
Up to now, the outstanding loan balance managed by the Provincial Women's Union accounts for 51% of the total outstanding loan balance (the remaining 49% belongs to 3 other organizations). In the coming time, the Provincial Social Policy Bank will focus on improving the quality of credit activities; improving the quality of policy credit channels, thereby creating economic leverage for poor households, near-poor households and other policy beneficiaries to rise up, access commodity production, generate income, improve family life; closely coordinate with associations and organizations, including the Provincial Women's Union at all levels to consolidate and improve the operations of savings and loan groups. At the same time, orient and help borrowers use capital effectively and in accordance with the reality of each locality.
In the immediate future, to overcome the damage caused by storm No. 3 (Yagi) and the impact of post-storm floods, in order to help people stabilize their lives, the Provincial Social Policy Bank has not collected loan interest for customers affected by storm No. 3 and post-storm floods until December 31, 2024; coordinate with localities and Association organizations, Heads of Savings and Credit Groups to review cases of damage caused by storm No. 3 and post-storm floods to apply appropriate risk management measures; synthesize loan needs to restore production and stabilize life, report to the Central Government and the Provincial People's Committee for consideration and arrangement of loan capital sources...
The Women's Union of Hung Yen province was awarded a Certificate of Merit by the Standing Committee of the Provincial Party Committee for the 5-year review of the implementation of Directive No. 40-CT/TW dated November 22, 2014 of the Secretariat on strengthening the Party's leadership over social policy credit in 2019; the Provincial People's Committee awarded a Certificate of Merit for the 20-year review of the implementation of Decree No. 78/2002/ND-CP dated October 4, 2002 of the Government on credit lending for the poor and other policy beneficiaries in 2022. Many collectives and individuals of the Union at all levels were awarded by the Vietnam Bank for Social Policies, the Standing Committee of the Provincial Party Committee, and the Provincial People's Committee.
