On January 25th, the Provincial Party Committee held its 63rd meeting to discuss and provide feedback on the plan and methods for reorganizing the organizational structure in accordance with the conclusions of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017, of the Central Committee of the Communist Party of Vietnam. Comrade Vu Dai Thang, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Provincial Party Committee, chaired the meeting.
At the conference, the members of the Provincial Party Committee focused their discussions and reached a high level of consensus on the proposal of the Provincial Party Standing Committee regarding the organizational restructuring plan in accordance with the conclusions of the Central Steering Committee.
Accordingly, the Party Committee of the provincial agencies' bloc has concluded its activities, transferring 41 grassroots Party organizations with 3,650 Party members from agencies and units under the Provincial People's Committee to the Party Committee of the Provincial People's Committee; transferring 21 grassroots Party organizations and 818 Party members from Party, mass organization, People's Council, judicial, and public association agencies assigned tasks by the Party and State to the Party Committee of the provincial Party agencies; and concluding the activities of the Party Committees and Party Groups in accordance with the Central Committee's guidelines.
In addition, Party committees of provincial Party agencies and the Provincial People's Committee Party committee were established; the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department were merged into the Provincial Party Committee's Propaganda and Mass Mobilization Department.
Concluding the conference, Comrade Vu Dai Thang, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, emphasized that at the 13th Central Committee Conference, which concluded on January 24th, the Central Committee unanimously agreed with the report summarizing Resolution 18 and the plan for streamlining the organizational structure of the political system. At the same time, he requested that ministries, departments, agencies, units, and localities demonstrate strong political determination and implement measures synchronously, building upon the achievements of the past seven years of implementing the Resolution, especially the causes and lessons learned drawn by the Central Steering Committee on summarizing Resolution 18. Through this, the revolution in streamlining the organizational structure will be accelerated, meeting the requirements and tasks of the country and the demands of the people in the new era. The Central Committee also agreed with the supplementary plan for socio-economic development in 2025, aiming for a growth rate of 8% or higher, and continuous double-digit growth during the 2026-2030 period; agreed on the report reviewing the direction and management of the Politburo and the Secretariat in 2024; and decided on several personnel matters.
The Provincial Party Secretary also affirmed that holding these conferences during the Lunar New Year holiday of 2025 demonstrates Quang Ninh province's determination and decisiveness in implementing the organizational restructuring plan in accordance with the Central Government's directives. He requested that the members of the Provincial Party Committee uphold the spirit of exemplary conduct, responsibility, unity, flexibility, and creativity in the implementation process to ensure the synchronized execution of the organizational restructuring plan, guaranteeing the smooth and effective operation of the newly established units as well as the entire political system. This will create a foundation for Quang Ninh to confidently enter the era of national development and prosperity.
Previously, the Standing Committee of the Provincial Party Committee held a meeting to discuss and agree on a plan for reorganizing the administrative apparatus, which was then reported to the Provincial Party Committee.
