Rapid and sustainable development of Quang Ninh's marine economy.

On the afternoon of October 4th, the Provincial Party Committee continued its work in the meeting hall to summarize the five-year implementation of Resolution 15-NQ/TU dated April 23, 2019, of the Provincial Party Committee on the development of seaports and port services in the province until 2025, with a vision to 2030. The meeting was chaired by Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; Mr. Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and Mr. Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation.

Following the Provincial Party Committee's Resolution No. 15-NQ/TU, the Provincial Party Standing Committee issued Decision No. 1620-QĐ/TU on May 29, 2019, establishing a Steering Committee to lead and direct the implementation in a synchronized, unified, and comprehensive manner, based on the province's potential and advantages.

Over the past five years, the implementation of Resolution No. 15-NQ/TU has yielded significant results. To date, the overall objectives of the Resolution have been largely achieved, with the Quang Ninh seaport area having established a strong brand and high competitiveness, effectively meeting both domestic and international demands. Total revenue from seaport services reached over VND 14,800 billion by the end of 2023, achieving 59.36% of the plan; total cargo throughput reached approximately 627 million tons, achieving 101% of the plan; and total passenger traffic by sea reached over 170,000 by the end of 2023.

Awareness of the crucial role and significance of port and port service development strategies has been significantly enhanced. The review and proposal for the development of the Quang Ninh port system plan has been approved by the Prime Minister in Decision No. 1579/QD-TTg dated September 22, 2021, on the overall plan for the development of Vietnam's port system for the period 2021-2030. Administrative reform and the application of information technology to reduce the time required for customs procedures and port management have been largely completed as required. Quang Ninh has established and incorporated into its planning functional areas, restaurant service areas, and modern shopping centers at international passenger ports such as Tuan Chau; the Hon Gai port area; and Van Don International Airport. The province has been attracting investment projects to develop seaports, port services, post-port logistics areas, and logistics in the Quang Yen coastal economic zone, covering an area of approximately 6,282.27 hectares, exceeding the target set in the Resolution...

Comrade Trinh Thi Minh Thanh, Permanent Deputy Secretary of the Provincial Party Committee, delivered a speech at the conference.

The delegates attending the conference clarified the achievements, difficulties, and obstacles encountered during the implementation process and proposed many solutions to improve the quality and efficiency of the seaport system and post-port logistics services.

Concluding the conference, Comrade Trinh Thi Minh Thanh, Permanent Deputy Secretary of the Provincial Party Committee, emphasized: With the attention and guidance of the Central Government and the efforts of the entire political system of the province, after 5 years of implementing Resolution No. 15-NQ/TU, the port economy and port services of Quang Ninh have basically developed in the right direction, and have initially achieved positive results. This is an important prerequisite for Quang Ninh province to continue pursuing its goals of developing the marine economy in the future.

Comrade Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, reported on the results of the 5-year implementation of Resolution 15.

Regarding future tasks, the Provincial Party Committee unanimously agreed to develop and issue a new Resolution on the rapid and sustainable development of Quang Ninh province's marine economy, replacing Resolution 15. The Provincial People's Committee Party Committee is assigned as the agency to direct and advise on the development of the project, submission, and draft resolution. During the project development process, the Provincial People's Committee Party Committee must closely adhere to the local situation, newly enacted legal regulations, and relevant plans, especially the province's Plan 80, the Master Plan for the Development of Vietnam's Seaport System for the period 2021-2030, with a vision to 2050; and the National Marine Spatial Plan… The project must ensure harmony between the overall development of the province, the investment and business environment, and be consistent with the decentralized management authority between the central and local governments. At the same time, it is necessary to study the issues arising after typhoon No. 3. The process of developing the plan must also solicit opinions from scientists and experts, and if necessary, organize workshops.

Until a new Resolution is issued, the Standing Deputy Secretary of the Provincial Party Committee requested that Party committees, agencies, units, and localities continue to implement the goals, targets, and solutions set forth in Resolution 15. Specifically, he requested that the heads of Party committees, Party organizations, localities, and functional agencies, as well as members of the Steering Committee for the implementation of Resolution 15, continue to lead and direct the implementation of assigned tasks; resolutely implement comprehensive and synchronized measures; and improve the effectiveness and efficiency of state management, inspection, and supervision. He also called for continued improvement in management capacity and maximization of the capacity of existing ports; acceleration of investment in the Van Ninh General Port; and the development of cargo handling services at anchorage areas, transshipment, and warehousing services.

Border localities and specialized management agencies are proactively implementing management solutions to improve and enhance the quality of warehouses and infrastructure to serve the storage of import and export goods, as well as improve the quality of logistics operations in the area. They continue to call for and attract investment in certain advantageous coastal and port areas. Coordination between functional agencies and localities is strengthened to create the most favorable conditions and to prioritize the resolution of administrative procedures for businesses operating in the port sector.

Also at the conference, the Provincial Party Committee heard and commented on the report on the results of the supervision of the Party Committee of the Provincial People's Committee in the leadership, direction, and organization of the implementation of Resolution No. 10-NQ/TU dated September 26, 2022, of the Provincial Party Committee on strengthening the Party's leadership over resource management, environmental protection, disaster prevention and mitigation, climate change adaptation, ensuring water security, and many other important contents.
