The conference carried out personnel work according to authority; approved the policy for implementing the Thien Long Cho Moi Wind Power Plant Project and listened to reports on damage caused by natural disasters since the beginning of the year.

The report of the Provincial Party Committee presented at the Conference showed that since the beginning of the year, the weather situation in the province has been complicated, with natural disasters such as drought, subsidence, and flash floods occurring at a serious level.

In the first 5 months of the year, the province experienced 05 cold spells, severe cold spells, 04 spells of rain, thunderstorms, and whirlwinds in some areas of Bac Kan province, and 02 widespread heat waves that caused drought on about 900 hectares of crops, 09 houses had their roofs blown off, and the slopes collapsed and subsided in Kim Lu commune, Na Ri district.

In particular, on the night of May 17 and early morning of May 18, 2025, there was very heavy rain, with rainfall of over 200mm (such as Yen Duong was 314.8mm, Quang Khe, Ba Be district was 226mm; Dong Lac was 266.6mm, Nam Cuong, Cho Don district was 231.6mm...) causing serious flooding, landslides and flash floods in Dong Phuc commune and Yen Duong commune, Ba Be district, causing great damage to people, agriculture , property of the state and people.

Comrade Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation gave a speech at the Conference.

The natural disaster caused 4 deaths, 03 injuries; 244 houses were damaged; 399.5 hectares of agricultural and forestry land were affected; livestock damage included 120 cattle and poultry and 03 tons of sturgeon dead and swept away; 165m of embankments, canals and 930m of river banks were eroded; many traffic routes were eroded, damaged, and locally blocked; many infrastructure works were damaged... The total estimated damage caused by the natural disaster was about 59 billion VND...

In addition to the proposed solutions, the Provincial Party Committee requested the Provincial Vietnam Fatherland Front Committee to direct functional agencies to coordinate with localities to review households affected by rain, floods, landslides and households affected by the program to eliminate temporary and dilapidated houses and promptly propose support to ensure stable lives for people.

On this occasion, the Provincial Party Committee requested the Provincial Party Committee Standing Committee to give opinions on the development of a project to renovate and restore large areas of production land buried by flash floods that have not been immediately remediated. Research, survey, and evaluate geology at flash flood sites in Dong Phuc and Yen Duong communes, Ba Be district, and sites at high risk of landslides in the province to have a plan to ensure the safety of residential areas and infrastructure in the coming time./.
