The National Assembly will choose to question 2 groups of issues at the 9th Session.

Previously, the National Assembly Standing Committee directed the synthesis and sending to National Assembly deputies information related to questioning activities, including: (1) Statistics on responses to questions by Ministers and Heads of sectors during the term of the 15th National Assembly; (2) Collection of content of groups of issues questioned during the term of the 15th National Assembly; (3) Report synthesizing information to serve questioning activities at the 9th Session.

According to the program of the 9th Session, the question and answer session will be held for 1.5 days (expected from June 19 to the morning of June 20, 2025) and will be broadcast live on Vietnam Television (VTV) and broadcast live on Voice of Vietnam (VOV) for voters and people to follow and monitor.

At this session, the National Assembly will question groups of issues under the responsibility of 02 Ministers and Heads of sectors, so in the Opinion Request Form, delegates are asked to choose 2/3 of the groups of questions submitted by the National Assembly Standing Committee to the National Assembly based on the criteria for selecting groups of questions and respondents. Specifically:

The first group of issues is in the field of education and training with the following contents: Current situation and solutions for developing and improving the quality of university education associated with training high-quality human resources, meeting the requirements of socio -economic development; Implementation of legal regulations on extra teaching and learning; ensuring a safe, healthy and friendly educational environment; preventing and combating school violence; ensuring food safety and hygiene in schools...

The second group of issues is in the financial sector, including: Solutions on financial work for socio-economic development, ensuring growth targets, renewing old growth drivers, establishing and promoting new growth drivers; Solutions to improve the operational efficiency of state-owned enterprises, supporting and promoting the development of the private economy into the most important driving force of the economy; Solutions to promote the attraction of foreign direct investment (FDI); mechanisms and policies to promote and attract investment, develop industrial parks and economic zones.

The third group of issues is in the field of science and technology, including: Implementation of Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Solutions to promote digital transformation in state management, building digital government; supporting organizations, businesses and people to improve digital skills, speed up the digital transformation process; Mechanisms and policies to promote the application of artificial intelligence (AI) in state management activities.

According to the Rules of the National Assembly Session, during the question-and-answer session, the person answering the question has no more than 05 minutes to speak on the question before the National Assembly begins the questioning. Each time a question is asked, the National Assembly delegate raises a question for no more than 01 minute; the person answering the question answers for no more than 03 minutes for each question. The National Assembly delegate has the right to debate with the person answering the question, each debate time not exceeding 02 minutes.

At the end of the question-and-answer session, the Prime Minister (or authorized Deputy Prime Minister) will answer questions from National Assembly deputies on the following issues: relating to the administration of the Government.

According to the results of the questioning session, the National Assembly will pass a Resolution on questioning, which will serve as a basis for agencies to implement.

Questioning and answering questions are always the highlights of National Assembly sessions, because through questioning, voters see the responsibility of National Assembly deputies, the National Assembly, the National Assembly Standing Committee, the Ethnic Council and Committees as well as the Government, relevant ministries and branches towards issues that voters and the People are concerned about.

Besides, through questioning, it helps heads of state management agencies and related agencies see the limitations, find the causes, solutions, and roadmap to resolve the problems and difficulties under their management and operation responsibilities./.
