During the working session in the hall, the National Assembly discussed and voted on the draft Resolution of the National Assembly on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; National Election Day for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Discussed the draft Law amending and supplementing a number of articles of the Law on Election of Deputies to the National Assembly and People's Councils.

The Law on Election of Deputies to the National Assembly and People's Councils is an important law regulating the right to vote and run for election, which is one of the basic political rights of citizens stipulated in the Constitution. The scope of amendments and supplements to the Law relates to 47/98 articles of the 2015 Law on Election of Deputies to the National Assembly and People's Councils, focusing on the following key groups of contents: Amending regulations related to the organization of local governments according to the 2-level model; Amending regulations related to the reduction of time for implementing election processes and procedures; Amending and supplementing a number of articles and clauses related to election work and a number of other contents. At the Group and Hall discussion sessions, the National Assembly deputies basically agreed with the Drafting Agency's Submission on the contents amended and supplemented in the draft Law.

Previously, the National Assembly deputies voted to approve the draft Resolution of the National Assembly on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; National Election Day for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term with a high approval rate. Accordingly, the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term is shortened; Election Day for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is Sunday, March 15, 2026. At the same time, they listened to the Presentation and Report on the examination of the draft Law on amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front , the Law on Trade Unions, the Law on Youth and the Law on Implementing Democracy at the Grassroots Level.

Continuing the morning working program, the National Assembly delegations of provinces and cities discussed in groups: Draft Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Implementing Democracy at Grassroots Level; Draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development; Draft Resolution of the National Assembly replacing Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city.

Comrade Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation chaired the discussion session in Group 11.

Commenting on the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development, delegate Ho Thi Kim Ngan, Secretary of the Cho Moi District Party Committee, proposed to consider and study the addition of the subjects of cadres, civil servants and public employees transferred from the provincial level to work at the commune level to also enjoy the social housing support policies stipulated in Article 9 of the draft Resolution, to fully ensure the rights of the subjects and in Clause 2 of this Article, the delegate suggested that it is necessary to clearly stipulate to ensure that the subjects still enjoy appropriate policies.

Delegate Ho Thi Kim Ngan, Provincial Party Committee member, Secretary of Cho Moi District Party Committee participated in the discussion at the Group.

Regarding the principle of law application stipulated in Clause 2, Article 3, "In case other legal documents provide more favorable support and incentive mechanisms and policies than this Resolution, the beneficiaries of support and incentives may choose to apply the support and incentive mechanisms and policies", delegate Ngan suggested that this content should be carefully evaluated to avoid arbitrary application, which does not ensure consistency in implementation.

Regarding the National Housing Fund, Article 4 of the draft Resolution stipulates that "The National Housing Fund is a non-budgetary state financial fund established at the central and local levels". According to delegates, it is necessary to review the regulations to ensure consistency between the draft Resolution and current laws, especially the provisions of the State Budget Law and the decree guiding the implementation of the provisions that the non-budgetary state financial fund operates independently from the state budget and the state budget does not support operating costs for the Funds.

In Clause 3, Article 10, it is stipulated that "State administrative agencies renting social housing to arrange accommodation for their cadres, civil servants, and employees shall be allocated a budget to implement when there is a budget approved by a competent authority", the delegate suggested redesigning this content to ensure housing for their cadres, civil servants, public employees, and employees, while at the same time being responsible for arranging the annual state budget to implement.../.
