In an open spirit, 28 petitions were sent by workers to provincial leaders, including 13 direct questions. Of which, the content that received much attention was the policy for non-professional workers at the commune level after the merger of administrative units. Mr. Nguyen Quoc Dat - Chairman of the Ninh Giang Ward Trade Union (Ninh Hoa Town) reflected the situation that many people were at risk of losing their jobs and requested specific support policies. Some workers also asked about toxic allowances for medical staff, low wages and allowances for school staff, especially equipment staff who have not received toxic allowances like in some other provinces.

The issue of social housing also attracted attention. Ms. Nguyen Thi Bich Phuong - Fly Bird Nest Company Limited (Van Ninh District) pointed out the current situation of low-income workers, difficulty in accessing housing and requested to be provided with information about ongoing social housing projects. In addition, many employees reported the situation of enterprises evading social insurance payments, leading to employees not being able to close their books and losing their benefits.

Answer multiple questions clearly

In response to the recommendations, Mr. Nguyen Thanh Son - Deputy Director of the Department of Home Affairs said that from August 1, the use of non-professional workers at the commune level will end. The province has assigned localities to consider and arrange suitable jobs in villages and residential groups; at the same time, propose additional support in addition to the prescribed regimes. The representative of the provincial Social Insurance informed that the industry has implemented many measures to handle businesses that owe and evade insurance payments. In the coming time, it will coordinate with the police to fight against violations of social insurance or file lawsuits. The leader of the Department of Health affirmed that medical staff are entitled to toxic allowances depending on their position, with allowances ranging from 4 levels and salary increases of 30 - 70%. The representative of the Departmentof Education and Training also said that it will propose to supplement public service allowances for school staff and recommend applying toxic allowances for equipment staff.

Regarding social housing, Mr. Tran Van Chau - Director of the Department of Construction said that the province has reserved at least 20% of the land area in planning areas and industrial parks to build social housing for workers. However, currently, the projects are mainly implemented in urban areas; social housing associated with industrial parks is still limited. In the coming period, it is expected that 10 investors will participate in the construction of about 8,000 social houses associated with industrial parks, serving low-income workers.

Speaking at the conference, Chairman of the Provincial People's Committee Nguyen Tan Tuan highly appreciated the frank and practical opinions of the workers, and emphasized that the trade union needs to continue to be a bridge, recording and promptly conveying the workers' recommendations to the authorities. Departments and branches are responsible for properly and fully implementing the prescribed policies and regimes; trade union organizations need to strengthen supervision and closely monitor the lives and work of workers. Chairman of the Provincial People's Committee Nguyen Tan Tuan also informed that the province is studying policies to support housing, transportation, and allowances for cadres, civil servants, public employees and workers working far from the center after the merger; will fully implement the policy of leaving work and quitting work after reorganization according to regulations; at the same time, open vocational training classes to support part-time workers to change careers, work at cooperatives, and consulting units. In the context that the province is promoting many industrial, tourism and service projects, the province will create favorable conditions for social housing projects to be implemented quickly, meeting the needs of workers.

On this occasion, the Provincial Labor Federation awarded funds to support the construction and repair of 3 Union Shelters for union members in difficult circumstances with a total amount of 145 million VND; awarded 100 support packages to union members and laborers in difficult circumstances, worth 700,000 VND/package. NLĐ Newspaper awarded 30 scholarships to students in difficult circumstances, worth 1 million VND/package.
