(gialai.gov.vn) - On the morning of August 4, the Standing Committee of the Provincial Party Committee held a meeting with the Standing Committees of the Party Committees of 135 communes and wards on the situation after one month of implementing the two-level local government. Comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the meeting. After one month of operating the two-level local government model, in the context of a large workload, urgent time, and wide range of impacts, the operation of the two-level government in the province has initially achieved many important results. Party committees and authorities in the province have promptly developed and issued documents according to their authority. The Provincial Party Standing Committee has organized 23 delegations led by Standing Committee members of the Provincial Party Committee, members of the Provincial Party Standing Committee, leaders of the Provincial People's Council and People's Committee to inspect the operations of communes and wards. Directing departments and branches to maintain a regular and continuous monitoring, urging, and evaluation regime to promptly coordinate, support, and resolve issues arising during the implementation process.

The organization and administrative units at the commune level are operated and operated smoothly. Continue to review and complete the vacant positions of cadres, civil servants and public employees in the departments and specialized agencies under the communes and wards. The Public Administration Service Centers in most communes and wards have basically operated stably, meeting the needs of handling administrative procedures for people and organizations in the area. Up to now, 135/135 communes and wards have completed the arrangement of personnel, equipment and working offices of the Public Administration Service Centers. From July 1, 2025 to July 28, 2025, the whole province has received more than 163,185 applications (of which 128,353 applications were received online and 34,832 applications were received directly), 106,177 applications were processed and returned results on time (reaching a rate of 97.65%), 51,693 applications are being processed; the results of the assessment of the service index for people and businesses of Gia Lai province in July 2025 ranked 6th out of 34 provinces and centrally-run cities.

Attention is paid to the training, fostering and guidance of communal-level cadres and civil servants. Policies and regimes for cadres, civil servants, public employees and workers who resign due to administrative unit reorganization are fully implemented in accordance with regulations.

In the report at the working session, in addition to the achieved results, the communes and wards also mentioned some common difficulties they are currently facing such as: The shortage of staff, especially staff specializing in information technology, environmental resources, and finance. Along with that, the facilities, headquarters, working equipment and public housing of the locality are not guaranteed. In addition, the communes have not reviewed and updated the general planning after the merger; there has not been allocated funding to establish and implement the planning. Connecting traffic infrastructure, irrigation works, and domestic water supply in the communes, especially mountainous communes, have degraded, damaged or have not been invested in but there is no funding for investment and repair, affecting economic development and social security. In addition, some communes have a high rate of poor and near-poor households, people's lives still face many difficulties, and there are no specific plans and solutions to escape poverty.

Speaking at the Conference, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Anh Tuan said that regarding the difficulties that the communes and wards mentioned at the Conference related to inadequate facilities and equipment for work; shortage of staff, etc., the Provincial People's Committee has grasped the information and developed solutions and plans to resolve them. Accordingly, the Provincial People's Committee has issued a decision to allocate funds to communes and wards in the province to supplement the purchase of equipment, upgrade and repair facilities.

Faced with the shortage of human resources at the commune level, the province has developed a plan to second officials and civil servants from the provincial level to support localities in the initial phase of operation. According to the plan, officials and civil servants in the fields of land and finance will be seconded for a period of 3 to 6 months; in the field of information technology, the secondment period will be from 1 to 2 weeks. The Chairman of the Provincial People's Committee emphasized that the purpose of the secondment is to provide professional guidance and support, so officials and civil servants at the commune level need to proactively learn, gain experience and improve their professional capacity. After the end of the secondment period, the locality must ensure that there is a team of local human resources with sufficient professional qualifications to perform tasks independently.

Regarding the application of information technology, the Chairman of the Provincial People's Committee affirmed that the implementation is not difficult because the basic system has been fully prepared. Localities need to carefully study the instruction documents, organize the implementation seriously and guide people to use it when performing procedures at the Commune-level Public Administration Service Center.

The Chairman of the Provincial People's Committee also added that the Provincial People's Committee has reviewed and calculated socio-economic indicators for 135 communes and wards; clearly oriented the key and key tasks for the communes and wards to focus on implementing. In the coming time, the communes and wards need to focus on managing local authorities at the grassroots level; pay attention to land, environmental and financial management; and do a good job of social security.

Concluding the Conference, Secretary of the Provincial Party Committee Ho Quoc Dung assessed that after 1 month of operating the 2-level local government, the communes and wards in the province have promoted dynamism, creativity, and implemented the direction and administration very well. In particular, the Public Administration Service Center is always in the top of the country in terms of service index for people and businesses.

Regarding the tasks in the coming time, the Provincial Party Secretary requested localities to urgently complete the congress documents to successfully organize the Party Congresses at the commune and ward levels in August 2025. The content of the documents must demonstrate the spirit and aspiration to rise up with innovative thinking, and propose breakthrough solutions to develop the locality. Along with that, focus on researching and contributing enthusiastic and accurate opinions to the documents of the First Provincial Party Congress and the 14th National Party Congress. Focus on doing a good job of Party building, building regulations, rules, and work programs, and focusing on inspection and supervision.

The Provincial Party Secretary emphasized that the urgent requirement now is that the province must achieve a growth rate equal to or higher than the average growth rate of the whole country (GRDP reaching 8% or more). Therefore, communes and wards must be determined to make efforts and focus on directing socio-economic development to ensure that the assigned targets are achieved and exceeded in 2025 and in the next term. Along with that, the Provincial Party Secretary requested localities to urgently complete the planning of communes and wards no later than September 2025. The planning must focus on the potential, strengths and potentials of the locality. At the same time, focus on reviewing poor households; analyzing and clarifying the specific causes of each household to have appropriate solutions, striving that by the end of the next term, Gia Lai province will basically have no poor households.

The Provincial People's Committee reviews and promotes decentralization and delegation of power to localities and units. Increases the opening of training courses to update professional knowledge for commune and ward officials. Quickly builds and completes the list of provincial officials to be seconded to commune and ward levels in the coming time. Assigns the Department of Home Affairs to review and count the number of civil servants and public employees of communes and wards to have appropriate transfers between localities.

Secretary of the Provincial Party Committee Ho Quoc Dung said that the province will allocate 250 billion VND to support communes and wards to purchase, repair and upgrade facilities. Priority will be given to purchasing equipment for work. Regarding the proposal to purchase cars, localities will review and compile cars that have been used for over 20 years, prepare a report and send it to the Department of Finance, requesting to liquidate and buy new cars in 2025./.
