Conference to disseminate and thoroughly understand the Law on Democracy Implementation at Grassroots Level and related documents

On the morning of November 28, the Ministry of Home Affairs held an online conference to disseminate and thoroughly understand the Law on Democracy Implementation at Grassroots Level and related documents. The conference was connected online to 63 connecting points in provinces and cities across the country. Deputy Minister of Home Affairs Trieu Van Cuong chaired.

In his opening speech, Deputy Minister of Home Affairs Trieu Van Cuong emphasized: The Resolution of the 13th National Party Congress determined that one of the orientations for national development in the 2021-2030 period is to widely implement socialist democracy, promote the people's mastery and self-management role; continue to grasp and handle well the relationship between practicing democracy and strengthening the rule of law to ensure social discipline; effectively implement the motto "People know, people discuss, people do, people inspect, people supervise and people benefit", specifically the 2023 Constitution in the spirit of promoting people's mastery.

The Law on Grassroots Democracy passed by the 15th National Assembly is of great significance in implementing the Grassroots Democracy Charter and the process of perfecting the construction of the socialist rule of law in Vietnam in the new period. In order to promote the people's direct mastery and the responsibility of agencies, organizations and enterprises in implementing the Law on Grassroots Democracy, it highlights the responsibility of the heads of agencies, Party committees and authorities in terms of publicity and transparency in implementing democratic rights. Accordingly, the Law on Grassroots Democracy 2022 consists of 91 articles regulating the content, implementation methods, rights and obligations of citizens and the responsibility of agencies, units, organizations and individuals in ensuring the implementation of democracy at the grassroots level.

The law has some important new points such as: Contents for people to discuss and decide, to propose citizen initiatives; forms for people to discuss and decide on important issues related to the rights and interests of the people and the country. The law fully concretizes the motto "People know, people discuss, people do, people check, people supervise, people benefit". At the same time, the law also has some new regulations on information disclosure in agencies and units and adds new forms of disclosure, regulations on the time of disclosure.

At the conference, delegates were informed of the basic contents of the Law on Grassroots Democracy; Decree No. 59 dated August 14, 2023 of the Government detailing a number of articles of the Law on Grassroots Democracy; Decree No. 61 dated August 16, 2023 of the Government regulating the development and implementation of village covenants and conventions of residential communities. In addition, delegates discussed and clarified the contents related to the Law on Grassroots Democracy; difficulties and obstacles in the process of practical implementation.

The conference was organized to equip knowledge to help cadres, civil servants, public employees, workers, members of Party committees at all levels, the government, the Fatherland Front, and socio-political organizations grasp the basic content, objectives, and viewpoints in the development and promulgation of the Law on Grassroots Democracy Implementation of the 15th National Assembly. From there, effectively lead and direct the development and implementation of grassroots democracy regulations, creating unity within the Party and consensus among the people.
