
The conference will be held in person and online, relayed from the central bridge to the provincial bridge, district party committees, city party committees, affiliated party committees, departments, branches, unions and communes, wards and towns. The conference will also be broadcast live on VTV1, VOV1 and VOV Giao thong channels.
General Secretary To Lam attended the Conference. Also attending were Party and State leaders; leaders of Central and local departments, ministries, branches, etc. The Conference was connected to 37,000 points with more than 1.5 million delegates attending.

Attending at the Bac Kan Provincial Conference Hall were comrades: Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; comrades of the Provincial Party Committee Standing Committee, former provincial leaders and officials of some departments, branches, sectors, unions, central agencies in the area, representatives of enterprises, reporters at all levels and officials and civil servants of the Provincial Party Committee's advisory agencies. The conference was connected to district and commune level bridges and agencies and units in the province.

Opening the Conference program, Prime Minister Pham Minh Chinh presented the topic "Key and core contents of Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development and the plan to implement Resolution No. 68-NQ/TW".
The Prime Minister emphasized: Resolution No. 68 identifies the goal that by 2030, the private economy will be the most important driving force of the national economy; a pioneering force in science and technology development, innovation and digital transformation, contributing to the successful implementation of the goals of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo and other policies and guidelines of the Party.

The Resolution strives to have 2 million enterprises operating in the economy, 20 enterprises operating/1,000 people. There are at least 20 large enterprises participating in the global value chain. In particular, implementing the Resolution, in the coming time, the Government will launch the movement "All people compete to get rich".
The average growth rate of the private economy is about 10-12%/year, higher than the growth rate of the economy; contributing about 55-58% of GDP, about 35-40% of total state budget revenue, creating jobs for about 84-85% of the total workforce; labor productivity increases on average about 8.5-9.5%/year.
Level, technological capacity, innovation, and digital transformation are among the top 3 countries in ASEAN and the top 5 countries in Asia.
Regarding the vision to 2045, the Resolution identifies that Vietnam's private economy will develop rapidly, strongly, sustainably, proactively participate in the global production and supply chain; have high competitiveness in the region and internationally; strive to have at least 3 million enterprises operating in the economy by 2045; contribute about over 60% of GDP.
Regarding the guiding viewpoint, the Resolution affirms the elimination of prejudice, protection of property rights and freedom of business. Entrepreneurs are soldiers on the economic front. Ensuring fair competition, without discrimination.
Regarding tasks and solutions, the Resolution outlines a number of contents such as: Perfecting institutions, protecting property rights and freedom of business. Ensuring fair access to resources (capital, land, data, etc.). Developing large enterprises, supporting startups and small businesses. Promoting innovation, digital transformation, green development. Improving the business environment, enhancing the quality of public services, etc.
Enthusiastically contributing their opinions, delegates at the Conference expressed their high approval of Resolution No. 68-NQ/TW in “unleashing” and helping businesses and entrepreneurs have favorable conditions to develop, contribute to the development of the country. In addition, delegates also proposed inspection and supervision mechanisms to promote the effectiveness of the Resolution in practice, creating conditions for entrepreneurs and businesses to access regulations, policies, capital, and land.
Responding quickly to delegates’ opinions, Prime Minister Pham Minh Chinh said that he had assigned the Minister of Justice to build a “Digital Legal Portal”; the contents that business delegates still have concerns about will be answered when a detailed Decree is issued to facilitate the process of deploying and implementing the Resolution. Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly, delivered the topic "Key and core contents of Resolution No. 66-NQ/TW dated April 30, 2025 on innovation in law-making and enforcement to meet the requirements of national development in the new era and the action plan to implement the resolution".
Resolution No. 66-NQ/TW sets the goal that by 2030, Vietnam will have a democratic, fair, synchronous, unified, public, transparent, and feasible legal system with a strict and consistent implementation mechanism, ensuring a legal basis for the normal, continuous, and smooth operation of agencies after reorganizing the apparatus, removing obstacles arising from practice, paving the way for development creation, mobilizing all people and businesses to participate in socio-economic development so that by 2030, Vietnam will be a developing country with modern industry and high average income.
By 2025, basically complete the removal of "bottlenecks" caused by legal regulations. By 2027, complete the amendment, supplementation, and promulgation of new legal documents to ensure a synchronous legal basis for the operation of the state apparatus according to the 3-level government model. By 2028, complete the legal system on investment and business, contributing to making Vietnam's investment environment among the top 3 countries in ASEAN.
The Resolution defines the vision that by 2045, Vietnam will have a high-quality, modern legal system, approaching advanced international standards and practices and suitable to the country's reality, strictly and consistently implemented, respecting, ensuring and effectively protecting human rights and citizens' rights; upholding the Constitution and the law to become the standard of conduct for all subjects in society; modern national governance with a streamlined, efficient, effective and efficient state apparatus, meeting the requirements of rapid and sustainable national development, becoming a developed country with high income in the direction of socialism by 2045.

Speaking at the conference, General Secretary To Lam emphasized the special importance of the four major resolutions of the Politburo on institutions, laws, innovation, international integration and private economic development. The General Secretary called these the “four strategic pillars”, creating a solid foundation for Vietnam to make a breakthrough in the new era. In particular, Resolution 68 clearly defined: The private economy is one of the most important driving forces of the national economy in the socialist-oriented market economy.
The General Secretary emphasized that developing the private economic sector is not only an economic requirement, but also a political and national strategic imperative. He called for protecting property rights, freedom of business, expanding access to resources and removing institutional barriers for the sector to develop substantially and sustainably. Vietnamese entrepreneurs need to be considered “soldiers on the economic front”, with the desire to contribute and the courage to reach international standards. At the same time, the General Secretary also noted that Resolution 68 emphasizes the pivotal role of the private economy, but does not mean denying the leading role of the State economy.
