The conference was held directly at the headquarters of the Ministry of Culture, Sports and Tourism and online to 34 locations in 34 provinces and cities across the country.
Attending and chairing the conference at the Ninh Binh province bridge point was comrade Tran Song Tung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee. Also attending were leaders of the Department of Culture and Sports, Department of Tourism .
In the first 6 months of 2025, the entire industry has closely followed and synchronously and effectively implemented the Party's guidelines and policies, the State's policies and laws, the Resolution of the 13th National Party Congress, and the Resolutions at regular meetings of the Government; focused on implementing the task of reviving and developing Vietnamese culture, while upholding the spirit of "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge", gradually affirming the viewpoint "Culture must light the way for the nation", "Culture must be placed on par with economics, politics and society".
In the first 6 months of 2025, the Ministry of Culture, Sports and Tourism was assigned by the Government and the Prime Minister to implement 6 Projects. As of June 25, 2025, the Ministry has submitted 3 Projects and is focusing on completing and submitting 3 Projects to the Government and the Prime Minister within the assigned time limit.
Regarding the key tasks for the last 6 months of the year, the Ministry of Culture, Sports and Tourism
will focus on directing the development of Projects to be submitted to the Government, the Prime Minister and tasks assigned by the Government and the Prime Minister in 2025. Develop draft laws, decrees, and circulars for promulgation and submit to competent authorities for promulgation according to the 2025 law-making program. Focus on guiding and implementing the decentralization and assignment of authority in the sector's fields when organizing 2-level local governments. Continue to implement tasks of developing science, technology, innovation, digital transformation, administrative reform and Project 06; focus on reviewing legal regulations to promptly remove bottlenecks to serve the development of science, technology, innovation and digital transformation in accordance with the specific characteristics of the fields of Culture, Sports and Tourism.
In Ninh Binh, in the first 6 months of 2025, the whole province is estimated to welcome 7.2 million visitors, an increase of 19% over the same period last year. Of which: domestic visitors welcomed 6.26 million visitors; international visitors welcomed 1.02 million visitors. Revenue is estimated at 7,715 billion VND, an increase of 32% over the same period last year.
The Department of Culture and Sports has done a good job of advising the Provincial People's Committee to direct the contents under the management of the industry and organize many cultural, artistic, physical education and sports activities, contributing to the completion of the socio-economic development targets of the province. Well organized propaganda, cultural, artistic, physical education and sports activities to celebrate the Party, celebrate Spring and celebrate major holidays of the country, political events of the province; mass cultural movements are organized regularly. Cultural heritages are preserved and promoted, coordinated to produce many documentaries, reports, and columns broadcast on Vietnam Television and other mass media channels. Sports for everyone are maintained and developed, attracting more and more participants. High-performance sports have achieved many outstanding results at international, regional and national sports tournaments. The work of selecting and training athletes is focused on to create sources and develop the core force of the province's sports.
In their discussions at the conference, delegates basically agreed with the results achieved by the Industry in the first 6 months of the year as well as some key tasks for the last 6 months of the year. At the same time, they proposed a number of contents such as: Organizing training courses, providing guidance on state management work under the management authority, providing guidance on the management of cultural and sports institutions at the grassroots level, relics, and accommodation facilities, especially in the current period of implementing two-level government. Specifically, there should be a clear mechanism on decentralization, authorization, resources and management and exploitation responsibilities so that institutions can operate effectively and avoid waste. At the same time, a Circular should be issued soon stipulating economic and technical norms for public services in the fields of culture, sports, family, press and digital media, and tourism in accordance with practical conditions and specific characteristics of the locality, as a basis for provinces and cities to complete the development of economic and technical norms and unit prices for public services.
