Also attending the conference were representatives of leaders of functional departments, agencies, mineral exploitation enterprises and construction material enterprises in the province.
The report at the conference stated that in recent times, mineral exploitation activities for construction materials in the provinces of Ninh Binh (old) and Nam Dinh (old) have been maintained stably.
For the old Ninh Binh province, the total planned area for limestone mining for common construction materials is 420.35 hectares. Of which, 35 mines have been licensed for mining, with a total area of 297.34 hectares; 6 mines have been explored and approved for reserves but have not been licensed for mining, with an area of 50.16 hectares; investment in exploration and exploitation of 4 new mines, with an area of 72.85 hectares.
With 35 operating mines with licensed reserves of nearly 131.5 million m3, licensed exploitation capacity of nearly 3.7 million m3/year, 29 mines are in operation, 6 mines have been approved by the Provincial People's Committee to adjust and increase the exploitation capacity in the license in the first 6 months of 2025 (expected capacity increase of 1.1 million m3/year).
Regarding actual exploitation capacity, the remaining exploitable reserves of operating mines (as of December 31, 2024), according to the enterprise's mineral exploitation activity report, for 29 mines with valid exploitation licenses, the area is 198.69 hectares, the licensed reserves are nearly 62.8 million m3; licensed capacity (as of December 31, 2024) is more than 2.76 million m3/year.
For soil and rock as filling materials, 27 mines have been planned, with a total area of 380.2 hectares; 20 mines have been licensed for mineral exploitation, with valid licenses, with a total area of 240.07 hectares, and a total reserve of nearly 62.330 million m3 (including 2 mines affected by the North-South expressway project and 1 mine exploiting soil within the project area).
The situation of mineral exploitation (sand for common construction materials) in Nam Dinh province (old), in the period of 2021 - 2030, has carried out planning and exploitation until the end of the time limit in the granted Exploitation License and continued to grant exploitation licenses if meeting the prescribed conditions. In which, the planning for granting exploitation licenses in the mine areas that have been explored and surveyed includes: Red River route with 9 sand mines for common construction materials, total reserves of 7,550 m3; Ninh Co River route with 2 mines, total reserves of 1,834 m3; Day River route with 2 mines, total reserves of 2,197 m3; coastal area of Nghia Hung district, reserves of about 113.407 million m3; Giao Thuy (old), reserves of about 78.434 million m3; Cua Day sand mine, reserves of about 3.704 million m3. There are 9 licensed sand mines with valid licenses, total licensed reserves of nearly 27.98 million m3, total licensed capacity of more than 3.405 million m3/year. Of which, 8 mines exploit sea sand with an area of 742.4 hectares, reserves of nearly 27.253 million m3; 1 river sand mine, area of 19 hectares, reserves of more than 734.9 thousand m3...
The demand for construction materials in the province is currently very large. In particular, the demand for sand, stone, cement, steel, plastic, asphalt concrete, etc. has increased sharply due to the number of key projects being implemented simultaneously, many projects require large volumes of materials in a short time, leading to pressure on supply, prices and transportation. According to the Department of Construction, the demand for sand as construction materials for projects is more than 14.201 million m3, while the capacity of sand exploitation for filling in Ninh Binh province is more than 3.405 million m3/year. In addition, the demand for construction materials (sand, soil, stone as filling materials) for other capital projects in the province: Sand as filling materials 237.019 million m3; soil and stone as filling materials 3.5 million m3.
At the conference, representatives of functional departments, mineral exploitation and construction material usage enterprises focused on discussing and evaluating the results achieved in the past time, and proposed a number of recommendations and solutions in the coming time.
Concluding the conference, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged and highly appreciated the business community in the province, especially enterprises in the fields of construction and mineral exploitation for construction materials. Accordingly, enterprises always accompany the province to overcome difficulties, promote socio -economic development, thereby creating jobs and income for the people. At the conference, the business community and departments and branches raised their opinions frankly and responsibly to find bottlenecks to remove and resolve.
To ensure the supply of raw materials for key projects and works serving the socio-economic development tasks in the province, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to continue to strictly implement, urgently review and re-evaluate the entire planning of construction material mines; the current status of areas permitted for mineral exploitation, total capacity, reserves and resolve on the current situation of the new province. Identify areas that can be expanded under the authority of the Provincial People's Committee according to the new Law on Mineral Resources. Based on the actual situation and production requirements, research to allow capacity increase according to regulations based on the capacity of construction material exploitation enterprises and actual needs.
At the same time, the Department of Agriculture and Environment quickly completed the procedures for granting new mining licenses. Reviewed and re-examined very small-scale projects with long licensing periods, and enterprises that did not exploit minerals for several years, calculated the plan to inspect and reclaim the mines, and considered them as projects that were behind schedule and did not comply with legal procedures.
Require businesses to focus on increasing capacity to the highest possible level, focus on quickly exploiting, returning to the original state, renovating the landscape, using the land for other purposes... Pay attention to increasing mine reserves by expanding or lowering the mining level if conditions permit, and conduct exploration and evaluation to allow early implementation; focus on mines that are currently in great need of solving the supply for the construction materials market...
For the Department of Construction, focus on assessing the actual total demand for construction materials in the province both in the short and long term; inspect and evaluate the sources of materials supplied in the area; consider the announcement of construction material prices. At the same time, inspect the exploitation, processes, and violations in mineral exploitation. The Department of Industry and Trade properly manages the supply of explosives. For other functional sectors, perform well the functions and tasks of the State management field for mineral exploitation activities for construction materials...
