Overcoming difficulties to complete targets of the Industry and Trade sector

In the first 6 months of 2025, the indicators of the Industry and Trade sector of Can Tho City maintained growth momentum. However, activities still faced many difficulties and did not achieve high results as expected. Efforts to overcome difficulties

In the first 6 months of 2025, the city's socio -economic situation continued to maintain its growth rate with the total product in the area (GRDP) estimated to increase by 7.87% over the same period in 2024. Particularly for the city's Industry and Trade sector, it has focused on implementing solutions to remove difficulties for businesses, promoting investment attraction, drastically implementing tasks on industrial - commercial infrastructure development, digital transformation, promoting consumption connections, export support work... Traditional markets, wholesale markets, trade centers, supermarkets, convenience stores... have done a good job of stabilizing the market, there has been no speculation, hoarding, sudden price increases or other acts that cause market instability..., contributing to the city's socio-economic development.

Leaders of the city's Industry and Trade sector worked at the An Binh Ward Public Administration Service Center to support the implementation of administrative reform in the Industry and Trade sector.

Mr. Ha Vu Son, Director of the Department of Industry and Trade of Can Tho City, said that in the first 6 months of 2025, the industrial production index (IIP) of Can Tho City (new) increased by over 8% over the same period in 2024, with a value of 132,800 billion VND; in the city, there are 1,933 industrial production enterprises, creating stable jobs for about 126,000 workers; total retail sales of goods and service revenue is estimated at 170,528 billion VND, equivalent to 6,821 million USD, reaching 52.3% of the plan, up 17.7% over the same period last year; total export turnover is estimated at 2,589 million USD, reaching 48.5% of the plan, up 4.86% over the same period in 2024.

The City Department of Industry and Trade quickly stabilized its operations after the merger, and has now stably arranged its main working facilities. In implementing administrative reform, the Department has also announced 313 administrative procedures; of which 299 are at the Department level, 162 are decentralized and delegated, and 137 have been and are being implemented. The commune level received 14 administrative procedures in the field of Industry and Trade. The Department advised the Chairman of the City People's Committee to issue Decision No. 1703/QD-UBND dated June 27, 2025 on the announcement of the List of administrative procedures under the jurisdiction of the Department of Industry and Trade; Commune People's Committees. In particular, to support and guide the timely resolution of administrative procedures in the field of Industry and Trade under the jurisdiction of the commune level, the Department of Industry and Trade has issued a Decision to establish 4 support teams for communes and wards in administrative reform in the field of Industry and Trade. Thereby, the work of handling administrative procedures in the field of Industry and Trade connecting communes, wards and cities operates smoothly, promptly, quickly, without interruption, well serving the needs of people and businesses.

Overcome difficulties to achieve goals

Mr. Ha Vu Son said that although the personnel arrangement has been stable, smooth, balanced and harmonious among the three localities, there is still a surplus of deputy department and unit leaders, which has somewhat affected the organizational structure and apparatus. Along with that, the scattered headquarters cause difficulties in management and operation after the merger. Although there have been many efforts in promoting and calling for investment in key projects of the Industry and Trade sector, the results have not been as expected. Trade promotion, supply-demand connection, and effective goods trading have not been as expected. The city's main export items still face difficulties in output, market, and tariff barriers.

Some businesses still face difficulties in land procedures, investment, and business expansion, and there is still a situation of reducing production scale and cutting employees to maintain business operations. Due to the influence of slow promulgation of mechanisms and policies, some projects such as the construction of technical infrastructure for power industrial clusters (thermal power projects, wind power projects, biomass power projects, waste-to-energy projects, power lines and transformer stations, etc.) are still behind schedule compared to the plan; the control of trade fraud and smuggling is still limited...

Mr. Huynh Thanh Su, Deputy Director of the City Department of Industry and Trade, said that the city needs to soon review and finalize the list of investment calls, adjust the planning of industrial clusters for the new Can Tho City; especially the calculation of land prices, auction forms... are considered the most difficult issues at present. This is the basis for units, including the Industry and Trade sector, to facilitate investment calls. Currently, the issue of trade connection and trade promotion is still only at the initial stage, meaning there is no continuity and sustainability. To overcome difficulties for this activity, Mr. Huynh Thanh Su said that in the near future, the Department of Industry and Trade will advise the City People's Committee to build closer links between localities in trade connection, avoiding the case of building connections in each place in a different way.

Mr. Vuong Quoc Nam, Vice Chairman of the People's Committee of Can Tho City, said that after the merger between localities, many difficulties will arise. In order to continue promoting the achieved results, overcome limitations, overcome difficulties and obstacles, the cadres, civil servants and public employees of the Department of Industry and Trade need to be unanimous, enthusiastic and determined to overcome difficulties to complete the development targets of the assigned industry. Review, announce and publicize administrative procedures within the scope of the Department of Industry and Trade for businesses, organizations and individuals to know and implement. For the arising contents and inconsistent regulations of the Department of Industry and Trade of the 3 provinces and cities before the merger, the Department of Industry and Trade will proactively advise the City People's Committee to consider the contents under its authority according to regulations. Based on the actual situation and previous development planning of the Industry and Trade sector, the City Department of Industry and Trade reviews and advises the City People's Committee on orientation and development planning for areas under the management of the sector (electricity, trade, industry, etc.), the order and procedures are implemented in accordance with legal regulations...
