Within the framework of the state visit to the Arab Republic of Egypt by President Luong Cuong and his wife and a high-ranking Vietnamese delegation, on the morning of August 4 (local time), at the headquarters of the Egyptian Ministry of Defense in Cairo, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, met with General Abdel Mageed Saqr, Minister of National Defense of Egypt.
General Abdel Mageed Saqr welcomed General Phan Van Giang , who accompanied President Luong Cuong and his wife on a state visit to Egypt; expressed admiration and congratulations on the development achievements that Vietnam has made in recent times, and highly appreciated Vietnam's role in promoting peace and stability in the region and the world. General Abdel Mageed Saqr also emphasized the importance of defense cooperation in the overall relationship between the two countries and said that Egypt wishes to strengthen cooperation with Vietnam in this field.

Expressing his impressions when visiting Egypt for the first time, General Phan Van Giang said that although Vietnam and Egypt are geographically far apart, they have always maintained traditional and friendly relations, both during the past struggle for national independence as well as in the cause of national construction and development today; emphasizing that President Luong Cuong's visit once again affirmed Vietnam's respect and desire to promote cooperative relations with Egypt.
General Phan Van Giang stated that in the overall good relationship between the two countries, defense cooperation is an area that is being promoted by senior leaders of both sides, with much room for development.

Sharing his views on the world and regional situation of mutual concern, General Phan Van Giang emphasized that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations; wishes to be friends and is ready to cooperate with countries and international organizations for peace, cooperation and development in the region and the world; persistently struggles to resolve all disputes and disagreements by peaceful means on the basis of international law. Regarding defense policy, Vietnam consistently pursues the "four no's" defense policy.
Based on the proposal of General Phan Van Giang, the two sides agreed to continue promoting and strengthening bilateral defense cooperation, prioritizing the following contents: Promoting the exchange of delegations at all levels, especially high-level, to enhance mutual understanding and trust and explore cooperation possibilities; enhancing training cooperation; prioritizing cooperation in the field of United Nations peacekeeping; promoting cooperation in defense industry and military trade; researching and implementing cooperation in other potential fields.

The Vietnamese Ministry of National Defense welcomed Egyptian defense delegations visiting and working in Vietnam and hoped that the two sides would increase contacts at multilateral events; proposed that the two sides consider establishing permanent Defense Attaché Offices in each country; welcomed the Egyptian Ministry of Defense's proposals for cooperation in training, sharing experiences in preserving and using weapons and defense equipment, and cooperation in the fields of logistics and military medicine; proposed that the Egyptian Ministry of Defense and Minister Abdel Mageed Saqr personally support and create conditions for the Military Industry-Telecoms Group (Viettel) to research and explore the market in Egypt in the coming time to create favorable conditions for developing cooperation in science and technology, telecommunications, digital transformation, etc.
The two Ministers expressed their belief that with the solid foundation and important results achieved during this visit, the defense cooperation between the two countries will have a breakthrough development in the coming time, becoming one of the important pillars of the Vietnam-Egypt relationship, contributing positively to peace, stability and development in the region and the world.
After the meeting, the two countries' Defense Ministries signed a Letter of Intent on promoting defense cooperation.
*On the same day, Major General Pham Manh Thang, Director of the Vietnam Peacekeeping Department, visited the Liaison Office with International Organizations, Ministry of Defense of Egypt.

Here, Major General Pham Manh Thang and Brigadier General Ayman Shebl Habib, Head of the Liaison Office with International Organizations, Egyptian Ministry of Defense, exchanged experiences and agreed that the two sides would support each other to improve their capacity and contribute more to world peace. On this occasion, the two sides signed a Memorandum of Understanding on cooperation in the field of United Nations peacekeeping .
