The Hai Phong City Farmers' Association has just conducted a monitoring of the management and use of rice-growing land in Luu Kiem Commune, Thuy Nguyen District. The monitoring delegation included representatives from the Hai Phong City Party Committee's Mass Mobilization Committee, the Internal Affairs Committee, the Vietnam Fatherland Front Committee of the city, the Department of Agriculture and Rural Development of Hai Phong City, etc.
At the above meeting, Mr. Nguyen Dinh Khoa, Chairman of the People's Committee of Luu Kiem Commune, Thuy Nguyen District, Hai Phong City said that the commune regularly pays attention to leadership, direction, management and land use for agricultural production development.
Up to now, the management and use of rice-growing land under Decree No. 62/2019/ND-CP has basically been put into order and achieved some positive results.
The total rice-growing area of the locality in 2023 is 165.7 hectares. The rice-growing area decreased by 3.8 hectares compared to 2022, because the State reclaimed 3.8 hectares of land to serve the Luu Kiem Resettlement Area Project to serve the National Highway 10 upgrading project.
The area assigned by the Commune People's Committee to the production target for the villages in 2023 is: 236.2 ha. Of which, the area of specialized vegetables is: 20 ha; The area of winter crops is: 35 ha; The area of rice cultivation: 165.7 ha (as of December 31, 2023); The area of converted crops: 25.1 ha (in Kenh Nhang and Bai Thu fields); The area of aquaculture: 59 ha; The area of people leaving uncultivated: 45.4 ha.

The abandoned area is a wetland area and 21 hectares of intercropped Luu Kiem land in Luu Ky and Lien Khe communes. The reason farmers abandoned the area was because it was far from residential areas, the land was low-lying, some households had no labor, and the economic efficiency from agricultural production was low.
Products obtained from production on rice land with an average yield of 63.65 quintals/crop are directly produced by the people and enjoyed by the people. Products obtained from production on rice land by the Agricultural Cooperative borrowing land from 80 households with an area of 5.0 ha to grow sticky rice are directly produced by the Agricultural Cooperative and enjoyed by the Agricultural Cooperative. Products obtained from production on winter crop land, specialized vegetable area averages 140,000,0000 VND to 150,000,000 VND, directly produced by the people and enjoyed by the people .
The rice-growing land that households are currently using is allocated by the state according to Decision 03 of Hai Phong City People's Committee. All agricultural land use taxes are exempted. Agricultural production households using services from the Agricultural Cooperative for irrigation and rat extermination must pay the Cooperative and the rat extermination team themselves.
Luu Kiem commune is the center commune of the economic sub-region cluster, the urbanization speed is fast, so there are many great impacts on the awareness of compliance with land law, arising many complicated problems that need to be solved such as encroachment, wrong use of land, inheritance disputes, illegal transfer, house construction on land 03. This is a problem that the locality encounters many difficulties in the work of leadership, management and land use in the area.

In 2023, there were 04 households in the commune violating land related to rice fields. Specifically, 04 households abandoned their fields without planting, dug up the fields to reclaim the family's garden. The People's Committee of Luu Kiem commune has drawn up a record of the violation, decided to impose an administrative penalty and requested to level and restore the land to the state before the violation.
On behalf of the above-mentioned working group, Mr. Nguyen Hong Hung, Vice Chairman of the Farmers' Association of Hai Phong City, suggested that the People's Committee of Luu Kiem commune have a specific, clear plan and solutions in the coming time, step up propaganda, thoroughly grasp policies and laws and raise awareness of the goal of improving the effectiveness of land use management for rice cultivation; Strengthen the leadership and direction of the Party Committee and the government with the task of encouraging and supporting the consolidation, accumulation and concentration of land for agricultural production development; Manage and develop detailed plans for conversion areas, ensuring sustainable development.
