At the workshop, delegates focused on giving comments on: the scope of adjustment and concretization of 6 policy groups in the draft Law; regulations on state management responsibilities for high technology and strategic technology; regulations on criteria, classification and incentive levels for high-tech product manufacturing enterprises, high-tech enterprises, strategic technology enterprises; regulations on high-tech urban areas; high-tech agricultural zones ; transitional provisions...
Many opinions suggested that it is necessary to clarify the definition of some concepts in the draft Law such as “high-tech ecosystem”, “high-tech enterprise”, “strategic technology enterprise”… Some opinions suggested that it is necessary to clarify the concept of “strategic technology enterprise” to distinguish it from the concept of “high-tech enterprise”. Other opinions said that the definition of the concept of “high-tech enterprise” still retains the old approach of the 2008 Law on High Technology, in which this definition focuses on production activities instead of research and development activities.

In addition, there are opinions that the draft Law contains concepts belonging to the Law on Science, Technology and Innovation; it is suggested that the new concepts should emphasize the element of "high technology".

Many delegates also emphasized that the draft Law should focus on truly breakthrough policies to create and promote the domestic market for high-tech products; it is necessary to focus on preferential policies to encourage domestic enterprises to invest in high-tech development, especially investment in human resource development for high technology and strategic technology; there should be more strong credit incentive mechanisms for high-tech and strategic technology enterprises.
